  3. From Kyiv Region to Central Government: Infrastructure Minister Mykola Kalashnyk Appoints Mykyta Herashchenko as Advisor

Mykola Kalashnyk, Ukraine’s Minister for Communities, Territories, and Infrastructure Development, has appointed Mykyta Herashchenko as his new advisor. Herashchenko is a Bucha City Council deputy from the «Servant of the People» party who previously headed the International Cooperation Department at the Kyiv Regional Military Administration (KOVA). He is the son of prominent businessman and regional lawmaker Vadym Herashchenko. The appointment marks the latest in a series of personnel transitions from Kalashnyk’s regional team to key positions in central executive government.

Mykyta Herashchenko launched his political career at a young age, joining the 8th convocation of the Bucha City Council in 2020 as its youngest member at just 22 years old. Balancing his local council duties with executive responsibilities, he subsequently directed the International Cooperation Department within the Kyiv Regional Military Administration under Kalashnyk’s leadership.

Media outlets and observers have repeatedly highlighted the close professional and political synergy between the two officials. Notably, in July, both experienced synchronized advancements: as Kalashnyk assumed leadership of the Kyiv regional organization of the «Servant of the People» party, Herashchenko was named head of «ZeMolodizhka,» the party’s regional youth wing, on the very same day.

According to official asset disclosures, the newly appointed ministry advisor maintains substantial personal savings and real estate interests:

Real Estate: Herashchenko holds ownership shares in four real estate properties across the Kyiv region.
Bank Accounts: The official holds over UAH 103,000 in bank accounts.
Cash Holdings: The majority of his declared financial assets are held in cash, totaling nearly UAH 2.7 million, $80,000 USD, and £12,000 GBP.

Context on Cadre Decisions: The elevation of young officials from regional military administrations to central ministries continues to draw close public and media scrutiny, as these key appointments directly impact international cooperation and policy implementation.

The advisor’s father, Vadym Herashchenko, is a prominent businessman and local politician. He currently serves as a member of the Kyiv Regional Council representing «Servant of the People» and owns «Alliance of Beauty,» one of Ukraine’s major cosmetics and fragrance manufacturers. Between 2012 and 2014, the senior Herashchenko served as a pro bono assistant to former MP Yaroslav Moskalenko of the Party of Regions.

In 2024, Vadym Herashchenko drew media attention following updates to his asset declaration, which revealed the purchase of a 2022 luxury Range Rover valued at a minimum of $150,000 USD, registered under the ownership of his private manufacturing firm.
