Ihor Zvezdin, Head of the National Police of Ukraine’s Corruption Prevention Department, is at the center of an investigation revealing elite townhouses, apartments in Kyiv and Dnipro, and ties to Russian earnings among his family members.
An investigation by the investigative journalism project Schemes has revealed a substantial surge in the wealth of Police Colonel Ihor Zvezdin’s family during his tenure as Head of the Department for Corruption Prevention and Lustration. State registry data shows that his relatives’ rapid acquisition of high-value real estate directly coincided with Zvezdin’s key career promotions within law enforcement.
The series of acquisitions began in November 2016, shortly after Zvezdin took charge of the Economic Protection Department in the Dnipropetrovsk region, when his father, Valeriy Zvezdin, acquired an expensive apartment in Dnipro. Following the colonel’s transfer to a leadership position in Kyiv, the family’s property buying sprees accelerated further.
In August 2017, the officer’s brother, Oleksandr Zvezdin, registered a luxury townhouse measuring over 140 square meters in Kryukivshchyna, near Kyiv. Official records indicate that the brother held no active business operations or legal income to justify the purchase. Shortly thereafter, another Kyiv apartment was registered under the family’s name.
«I work in Surgut as a deputy director of a construction company. I’ve been working there for 25 years,» Zvezdin’s father told journalists when questioned about the source of funds for the properties.
In 2018–2019, Zvezdin and his wife, prosecutor Alla Petrova, declared modest assets alongside a combined annual income of approximately 1 million UAH. Despite these earnings, the couple claimed 6,000 UAH in state social assistance and accepted a plot of land free of charge from the Vyshhorod municipal authorities.
Ihor Zvezdin, who oversees internal police integrity, has ignored official written requests for comment and refused to explain the origin of his family’s assets.
