Kharkiv Deputy Mayor Ivan Kuznetsov has been involved in a fatal car accident while driving a Ford F-150 that is entirely missing from his official financial disclosures. According to his 2025 annual asset declaration, the city official legally owns zero real estate or vehicles, as millions of hryvnias worth of assets are registered under his wife, Svitlana Titova, and daughter, Arina.

According to official data, Ivan Kuznetsov only holds usage rights to the property owned by his immediate family. Notably, a 249.9 sq. m house in the urban-type settlement of Solonytsivka, Kharkiv Oblast, is under the joint partial ownership of his wife and daughter. The property was acquired in 2017 with a declared value of 200,000 UAH, which experts estimate is at least ten times lower than market prices at the time (1.8–3 million UAH).

An apartment in Kharkiv (101.8 sq. m), acquired in September 2023 for 2.56 million UAH (owned by his wife; the deputy mayor holds free usage rights).
A land plot of 1.5 hectares (15 acres) in the Solonytsivka community, acquired in April 2024 (joint ownership of his wife and daughter, estimated market value up to 850,000 UAH).
A BMW iX3 electric vehicle (2024 model), purchased in January 2025 for 1.95 million UAH (approximately $46,000–$52,000). The vehicle is registered to his wife.
During the reporting period, Ivan Kuznetsov received a total of over 2.1 million UAH in salary (1.14 million UAH from the Department of Housing and Life Support Systems and 953,000 UAH directly from the Kharkiv City Council), along with 19,500 UAH in cash-equivalent benefits.
His wife, Svitlana Titova, an employee of the utility company «Kharkiv Metro,» declared an annual salary of 489,500 UAH. Meanwhile, the family’s cash savings amount to 500,000 UAH held by Kuznetsov and $18,000 held by his wife. The official’s daughter holds 594,000 UAH in bank accounts, while the deputy mayor himself holds only 38,000 UAH.
The disclosed data and the recent car crash indicate discrepancies between income and expenditures, which may prompt a full-scale verification by the National Agency on Corruption Prevention (NACP).
