Iryna Kovpanets, head of the Korosten Military Medical Commission (VLC), who signed off on the fitness for military service of a severely ill man, has acquired an apartment near Kyiv and a new vehicle, according to her financial disclosure. In early August, 46-year-old Andriy Stesiuk—who weighed roughly 200 kg—died at the local Military Recruitment Center (TCC) after being declared fit for service despite long-standing medical issues.

According to her 2024 tax declaration, the official acquired a 73.5 sq. m apartment in Sofiyivska Borshchahivka valued at 3 million UAH. Her assets also include non-residential premises, a share of a house in Korosten, and usage rights to her brother’s nearly 300 sq. m estate. Additionally, in August 2022, Kovpanets purchased a new KIA Sportage crossover for 1.06 million UAH.

Her family’s financial footprint expanded further as her husband, Bohdan Kovpanets, bought a premium Zeekr electric vehicle for 1.8 million UAH in 2023, following the sale of a Volkswagen ID.4 Crozz for 1.2 million UAH. The VLC head reported nearly 2 million UAH in annual income—primarily from wages across public and private clinics—and holds over 700,000 UAH and $1,800 in bank accounts. Despite declaring half a million UAH in personal income, her husband also registered for and received a 2,000 UAH state aid payment under the «Winter Support» program.

The fatal incident occurred inside the Korosten District TCC, where 46-year-old Andriy Stesiuk was delivered from Ovruch. The official preliminary cause of death was listed as sudden cardiac arrest. The victim’s mother stated that recruitment office personnel refused to hand over essential medication and water to her son while he was held inside the facility.

«The man had suffered from a chronic inflammatory bowel disease for nearly 20 years and was prescribed psychotropic medication for a mental health disorder diagnosed in 2008. These metabolic complications eventually caused his weight to rise to approximately 200 kilograms.»

Despite his medical history, Stesiuk’s second-group disability status was revoked in 2018. During his recent medical examination, the Korosten Medical Board led by Iryna Kovpanets deemed him fit for military service. An investigation into the circumstances of his death and the actions of the medical board is ongoing.
