Maksym Orlov, the acting head of the Ministry of Internal Affairs’ Territorial Service Centre (TSC) No. 6341 in Kharkiv, has published his income declaration for 2025. The official listed two flats, a plot of land, two luxury cars belonging to his wife, as well as significant amounts of cash in foreign currency. Meanwhile, the official’s official annual salary amounted to just over 500,000 hryvnias.

According to official figures, Maksym Orlov earned 517,000 hryvnias in his post in 2025. In the document, the official’s family listed three properties. In particular, the family actually lives in a 61 m² flat in the town of Lyubotin, Kharkiv Oblast, which is legally owned by the mother of the TSC director, Lyudmila Orlova.
In addition, the official’s wife owns a 54.8 m² flat in Dnipro, purchased in 2016 for 145,000 hryvnias. His wife also owns a plot of land measuring over 4 hectares in the village of Khutirsk, Dnipropetrovsk Oblast, which was valued at 167,000 hryvnias at the time of acquisition in 2012.
Vehicles attracted particular attention in the declaration. The official’s wife, Viktoria Lila, who, according to the document, has no official place of employment or income, owns two expensive cars:
a Jaguar E-Pace (2018 model), purchased in the year of manufacture for 1.4 million hryvnias;
a Volkswagen Touareg (manufactured in 2023), purchased in 2023 for 2.23 million hryvnias.
The total value of the family’s car fleet at the time of purchase exceeded 3.6 million hryvnias.
In addition to property and cars, the couple hold significant sums in cash. Maxim Orlov personally declared 19,000 euros and 30,000 US dollars. His wife, Viktoria, additionally holds a further 20,000 US dollars and 15,000 euros in cash.
Overall, the service centre manager’s declaration lists not only his wife but also their son, Mykhailo Orlov. The question of whether the family’s declared assets are consistent with the civil servant’s official income remains open to scrutiny by the relevant authorities.
