Serhiy Rabkov, head of the MIA Territorial Service Center (TSK) No. 8042, has significantly upgraded his family’s wealth during his years in public service—his asset declarations now feature luxury vehicles registered to relatives, new real estate, and vintage watercraft.
This came to light following an analysis of the official declarations filed by the public servant between 2016 and 2024.
Serhiy Rabkov is married to Iryna Parkhomenko, deputy head of the Regional Service Center (RSC) of the Ministry of Internal Affairs. Despite his status as a public official, his family asset structure shows a steady influx of luxury cars and land plots, several of which are registered under close relatives.
The official’s core property holdings were established before 2020: an 800 sq. m land plot along with a garden house in Oseshchyna (Vyshhorod district), plus partial ownership of a Kyiv apartment. A significant portion of the family real estate belongs to his ex-wife, Svitlana, who owns two Kyiv apartments measuring 96.1 sq. m and 56.1 sq. m.
By 2021, the family expanded their real estate footprint with usage rights to an apartment in Rossoshentsi (Poltava region), bringing total declared residential property to over 375 sq. m. By 2023, total land holdings grew to 0.15 hectares.
The most dramatic shift occurred in the family garage. Prior to 2020, the family drove modest budget cars—a Mazda 3 and an Opel Vectra. In subsequent years, the lineup changed completely:
2022: His wife acquired a 2018 Volkswagen Tiguan for 450,000 UAH. Meanwhile, Rabkov gained driving rights to a 2013 Lexus GX460 owned by his brother, Oleksandr.
2024: Rabkov personally purchased a 2017 Audi A6 for 913,000 UAH. During the same period, a 2021 Toyota Land Cruiser Prado 150 appeared in his declaration under his mother’s name, Mariia Rabkova. The document listed the SUV’s purchase price at just 30,000 UAH (approx. $700 USD)—drastically below market value.
The 2024 filing also unexpectedly revealed two watercraft: a 1974 «Krym» motorboat and a 1986 «Kazanka 5M2» boat. Official records show
Rabkov has owned the «Krym» boat since 2007, yet it was missing from all previous annual declarations.
The family’s cash flow history raises similar questions. Cash reserves grew from 200,000 UAH in 2020 to 620,000 UAH plus $1,456 USD in 2023. However, in the 2024 declaration, the liquid cash assets section was left entirely blank—despite the major purchases made that year.
