  3. Lviv Customs Inspector Buys Mercedes-Benz Below Market Value, Triggering NACP Scrutiny

Roman Turchyn, a senior inspector at Lviv Customs, has reported the purchase of a Mercedes-Benz GLB 250 crossover for UAH 926,500—a figure significantly below the average market price for similar vehicles. The official submitted the notification of significant changes in his financial status to the National Agency on Corruption Prevention (NACP) on August 26, 2026.

The customs officer acquired the 2021 model year vehicle from Ukravtodrom LLC. The declared purchase price equals roughly $21,000–$22,000. However, an analysis of listings on auto marketplaces like AUTO.RIA and Automoto shows that average prices for used Mercedes-Benz GLB 250 models range between $29,000 and $35,000 (approximately UAH 1.3–1.56 million).

Even salvage units involved in severe accidents or high-mileage vehicles sell for no less than $26,000–$28,000. Consequently, the declared purchase price for the inspector’s vehicle came in approximately UAH 300,000–600,000 below typical market value.

«The declared price is UAH 300,000–600,000 lower than the standard market rate for an undamaged vehicle. A substantial gap between the contract price and average market value, combined with a post at the customs service, serves as a classic trigger for an NACP audit.»

The seller, Ukravtodrom LLC, was registered in March 2025 in the village of Solonka near Lviv. The company has a charter capital of UAH 400,000, specializes in passenger car sales, and is owned by Taras Irod.

An analysis of the official’s tax declaration confirms sufficient funds to cover the purchase. The family’s combined annual income includes UAH 614,000 from Turchyn’s customs salary and UAH 1.14 million earned by his wife, Yaryna, an employee at Lviv Polytechnic National University. Additionally, Turchyn declared UAH 510,000 from the sale of a previous vehicle. The couple’s liquid savings at the end of last year exceeded UAH 2.5 million in foreign currency equivalents.

All real estate and secondary transport registered to the household belong exclusively to his wife. Her assets include a 70.2 sq. m apartment in Lviv (purchased in 2018 for UAH 999,000), a land plot in Horodok, and a 2008 Toyota Auris. The state inspector personally reports owning no real estate.
