  3. Million-Hryvnia Gift from Wife and Undervalued Cars: What the Asset Declaration of Rivne Prosecutor Oleksandr Pryshko Conceals

Oleksandr Pryshko, Deputy Head of the Supervision Department at the Rivne Regional Prosecutor’s Office—who previously faced public scrutiny following a brawl involving his son, the head of the Dubno Territorial Service Center of the MIA—has disclosed significant financial discrepancies and high-value gifts from family members in his official asset declaration. According to a review of the official’s financial disclosures, in April 2026 he received a monetary gift of 1 million UAH from his wife for a vehicle purchase, while routinely declaring personal and family automobiles at prices multiple times lower than prevailing market values.

The sequence of auto transactions within the prosecutor’s family raises serious questions regarding the actual valuation of these assets. In May 2022, the official’s wife, Olena Pryshko, acquired a 2019 Ford Tourneo Custom minibus for just 194,000 UAH. At the time, market prices for a three-year-old vehicle of that model ranged between $15,000 and $25,000, indicating that the reported purchase price was 5 to 8 times below market value.

In April 2026, his wife gifted this same Ford to the prosecutor, placing its value at 1 million UAH. Just one day later, on April 25, Oleksandr Pryshko declared the sale of movable property to citizen Yurii Kondzerskyi for 1.2 million UAH. Additionally, in November 2025, Olena Pryshko acquired a 2005 BMW X5 for 161,000 UAH, a figure 2 to 3 times below average market rates.

«The official’s financial filing leaves several unanswered questions, ranging from the origins of millions held in cash to the justification for non-refundable financial aid received from third parties.»

Over the past year, Oleksandr Pryshko reported 654,000 UAH in salary and 320,000 UAH in pension payments. His wife, who works as a notary in Dubno, declared 948,000 UAH in business income, alongside 266,600 UAH received as non-refundable financial assistance from an individual named Oleksandr Lilitsa.

Despite an outstanding loan balance with Oschadbank (over 100,000 UAH remaining at the end of 2025), the household holds substantial cash reserves and property holdings:

Cash Savings: Over 2.38 million UAH in cash (800,000 UAH held by the prosecutor and 1.6 million UAH by his wife), in addition to approximately 6,000 EUR.
Real Estate Holdings: A 122 m² apartment in Rivne (acquired in April 2024 for 1.93 million UAH), a 132 m² residential house and land parcel in Dubno, a 67 m² notary office, and a 1,200 m² plot of land in Hlinsk.

The published financial disclosures leave open critical queries regarding the origins of the family’s liquid cash reserves, the true market value of acquired vehicles, and the legal basis behind substantial private financial gifts.
