Oleksandr Filchakov, the head of the Kharkiv Oblast Prosecutor’s Office, has released his financial declaration, revealing over a million hryvnias in salary, his own pension, and significant business earnings of his wife. According to the data published in the Unified State Register of Declarations, the largest share of the family’s budget last year was generated by the business of the prosecutor’s wife, who is also a former prosecution employee.
Last year, Oleksandr Filchakov earned 1.15 million UAH in salary as the chief regional prosecutor. Additionally, the official declared pension payments totaling 423,000 UAH. The grounds on which the active head of the regional office received pensioner status remain unclear and require further analysis.
The primary source of the family’s income was registered to the prosecutor’s wife, former prosecutor Yulia Filchakova (Shumilina). Operating as an individual entrepreneur (FOP) in the legal field, she reported an annual income of 2.6 million UAH.
The family of Kharkiv’s chief prosecutor owns or has the right to use several real estate properties:
Land Plot: Oleksandr Filchakov owns a 1,200 sq. m. land plot in the urban-type settlement of Solonytsivka, Kharkiv Oblast, acquired in 2011.
Apartments in Kharkiv: The family has the right to use a 144 sq. m. apartment (owned by his wife, valued at 490,000 UAH at the time of acquisition in 2011). Additionally, the prosecutor, his wife, and their two children have the right to use a 75.1 sq. m. apartment owned by Tetyana Sklyarenko.
Mansion: In 2022, the family acquired the right to use a 252.4 sq. m. house and a 1,000 sq. m. land plot in Kharkiv. The official owner of these properties is Yulia Filchakova. The house was valued at 2.01 million UAH at the time of acquisition, and the land plot at 731,000 UAH.
Under vehicles, the head of the office declared the right to drive a Toyota Land Cruiser Prado 120 (2008 model). The official owner of the SUV is the prosecutor’s father, Vasyl Filchakov.
In addition to real estate and vehicles, the couple declared significant financial assets. Oleksandr and Yulia Filchakov jointly hold 3.3 million UAH in cash.
The presence of substantial cash holdings and the sources of funding for high-value real estate during wartime may attract scrutiny from the National Agency on Corruption Prevention (NACP) for a routine lifestyle monitoring review.
