  3. NACP Launches Full Investigation into Odesa Regional Council Member Yuriy Kruk: Luxury Goods, Rolexes, and a Millions-Strong Inheritance

The National Agency on Corruption Prevention (NACP) has initiated a comprehensive audit of the financial declaration submitted by Yuriy Kruk, a member of the Odesa Regional Council representing the «Trust the Deeds» party. The heightened scrutiny from anti-corruption authorities follows significant shifts in the official’s wealth over the past year, including a multimillion-hryvnia inheritance, new luxury real estate acquisitions, and undisclosed purchase prices for high-end valuables.

According to official filings, following the death of his father—former MP Yuriy Kruk—in March 2025, the politician inherited over 41.4 million UAH. Shortly thereafter, the Odesa council member purchased two spacious apartments in Odesa measuring 176.3 and 277.6 square meters, complete with parking spaces. However, the politician omitted the acquisition costs for both properties.

A similar pattern appears in the family’s fleet of vehicles: in December 2025, the household added a Lexus LX 570, the price of which was likewise left blank. The family’s garage also includes a Mercedes-Benz S 350 4MATIC, a Toyota Sequoia, and a Yamaha R1 motorcycle.

The declaration features an extensive array of luxury items with missing purchase dates and values. Kruk listed several high-end timepieces, including rose gold and white gold Ulysse Nardin models, as well as watches from Franck Muller, Breguet, Corum, and Rolex. His private art collection includes a painting by Russian artist Nikas Safronov, five works by Oksana Mas, and a canvas by Odesa painter Solomon Kishinevsky.

The politician’s wife, Svitlana Kruk, registered a similarly lavish wardrobe. Her filings detail 21 pieces of fine jewelry, luxury watches from Hublot, Rolex, and Ulysse Nardin, designer handbags from Hermès and Chanel, and sable and mink fur coats.

Svitlana Kruk remains the primary holder of the family’s business assets and real estate. Her holdings include a 521-square-meter cottage in Odesa and two commercial properties acquired between 2008 and 2010 at a combined valuation of just 2.9 million UAH—a figure notably below historical and current market rates. She also holds stakes in seven companies involved in transport logistics and freight forwarding, including «Vylka i Lozhka,» «Inter-Supply,» «Marine Benefits Trade,» and «Kainer.»

«A substantial portion of the family’s wealth is held in liquid cash: Yuriy Kruk declared $565,000 and €820,000, while his wife holds $1.4 million, €135,000, and 4.6 million UAH. Meanwhile, their domestic bank accounts contain only nominal amounts.»

Additionally, the council member lent over $1 million to his brother, Vyacheslav, while Svitlana provided 11.88 million UAH in repayable financial aid to her own enterprise. She also maintains active bank accounts in Belgium and Montenegro.

NACP analysts are expected to assess the legitimacy of the declared assets and investigate the systemic failure to report property values and transaction dates.
