Investigators uncovered a potential conflict of interest tied to her family’s construction business, offshore holdings, undeclared assets, and historical ties to a Russian citizen.

While leading the key local land committee, the Brovary council member remains linked to a family development firm that has repeatedly featured in court cases. Official court records cite allegations including tax evasion, unauthorized land occupation, and controversial property sales that previously triggered public protests among Brovary residents.
Significant questions surround the company «Nova Ukraina,» where Dudar is a co-owner. Journalists identified an offshore entity registered in the Seychelles among the firm’s founders. According to the investigation, this network is tied to land transactions covering hundreds of hectares across Kyiv and the surrounding region, as well as connections to business structures affiliated with former MP Vasyl Khmelnytsky.
An analysis of the Dudar family’s corporate ownership structure revealed another critical link: a former co-owner of one of the related firms was a company listing a citizen of the Russian Federation among its ultimate beneficiaries.

Additionally, investigators reported potential violations of anti-corruption regulations regarding financial disclosure. Despite two court rulings involving traffic accidents where Dudar was driving a Mercedes, the vehicle does not appear in her official asset declarations. Journalists also pointed out an undeclared cohabitant who allegedly co-owns part of the official’s property.
