  5. Operation ‘Themis’: NABU carried out searches at the home of Serhiy Stasyuk, a judge at the Kyiv Commercial Court

On 2 October 2026, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor’s Office (SAPO) carried out searches at the residence of Serhiy Stasyuk, a judge at the Kyiv Commercial Court. The investigative actions are taking place as part of a large-scale anti-corruption operation codenamed ‘Themis’.

According to the investigation and journalistic reports, Judge Stasyuk features in audio recordings obtained by NABU. These recordings capture a discussion between former MP Maksym Mykytas, property developer and businessman Vasyl Astion, and other individuals regarding the allocation of 10,000 US dollars in exchange for the judge issuing a favourable court order.

This relates to a case in which Judge Stasyuk was considering the bankruptcy of a company and the removal of its director. Subsequently, the procedural decisions issued enabled the interested parties to gain control over the disputed assets.

During the ‘Themis’ operation, law enforcement officers and journalists analysed the judge’s family’s declarations and actual assets, the total value of which is estimated at approximately 27 million hryvnias. It emerged that the official incomes of Serhiy Stasyuk himself and his relatives are significantly at odds with their standard of living:

Residence in Pechersk: Officially, the judge does not own a separate home. Together with his wife and children, he lives in a luxury flat measuring over 170 square metres in the prestigious ‘Alter Eco’ business-class residential complex in Pechersk, which is registered in the name of his mother, Valentina Stasyuk.

Country property: The judge’s wife, Kseniia Kuchmasova, lives in a spacious mansion of almost 300 square metres in the upmarket cottage community ‘Zoloche’ near Kyiv.

Generous relatives: The judge’s parents regularly provided him with large sums of money (his father gifted him 720,000 and 670,000 hryvnias, whilst his mother gifted him 2.7 million hryvnias, including funds for the purchase of a new minivan).

Loans and millions in taxes for the children: The judge’s wife took out a loan of 4 million hryvnias from the notary Roman Padalko. Even more telling is the story of the judge’s five-year-old stepdaughter, to whom her biological father (the former husband of Stasyuk’s current wife) gifted 8 million hryvnias. Yet the donor’s official income over the previous two decades amounted to just 615,000 hryvnias.

Anti-corruption agencies are continuing a series of investigative measures to verify the lawful origin of all properties, money transfers and gifts listed in the judge’s declaration. Serhiy Stasyuk himself and his lawyers have so far refrained from making detailed public comments regarding the audio recordings that have been made public and the results of the searches.
