Serhiy Chyz, head of Territorial Service Center No. 3244 of the Ministry of Internal Affairs in Obukhiv, has submitted his annual asset declaration for 2025. According to public records, the official significantly expanded his real estate portfolio by acquiring over 4 hectares of land in the Chernihiv region, while his declared cash savings have remained completely unchanged for the third consecutive year.
The primary change in the civil servant’s financial status occurred on December 18, 2025, with the registration of multiple land plots and a 97.7 sq. m residential house in the village of Savyn, Chernihiv District.
As a result of the transactions, five plots entered shared partial ownership between the official (75%) and Volodymyr Chyz (25%). Additionally, Serhiy Chyz individually registered three other plots alongside the residential property. The family’s total land holdings grew from 0.18 to 4.45 hectares in a single year. However, the declaration omits the acquisition cost for these new assets, and no corresponding expenditures were logged in the transactions section.
In addition to the new acquisitions, the family retains previously reported properties:
A 1,198 sq. m land plot in Sevastopol;
A 270.6 sq. m dacha and a land plot in Kyiv owned by his wife, Olena Chyz;
A 55.1 sq. m apartment in Kyiv under shared ownership.
Under the vehicles section, the official listed a 2002 Mercedes-Benz G500 owned since 2020. While the 2024 declaration listed its purchase value at 1 UAH, the valuation field in the 2025 report is marked as «not applicable.»
Furthermore, Chyz continues to use a 2008 Lexus LX 570 registered to a third party, declared at a value of 250,000 UAH. During 2025, the official also disposed of a Peugeot Partner for 250,000 UAH.
Serhiy Chyz reported a total income of 879,900 UAH for 2025, comprising 629,900 UAH in salary from the regional service center and 250,000 UAH from the vehicle sale. His wife reported no official income for the year.

The official’s declared cash reserves have remained fixed at 1.54 million UAH across 2023, 2024, and 2025. His wife holds an additional 150,000 UAH in cash. The couple maintains tens of thousands of hryvnias in PrivatBank accounts.
The submitted declaration will be subject to standard verification by the National Agency on Corruption Prevention (NACP).
