  3. Relatives of Acting Head of Ukrainian Border Guard Service Employed in Agency, Declare Millions in Income

The son and daughter-in-law of Valeriy Vavryniuk, acting head of the State Border Guard Service of Ukraine (SBGS), previously held positions within the agency before transferring to the Main Directorate of Intelligence (HUR) of the Ministry of Defense. According to their 2024 asset declaration, the couple earned approximately 1.7 million UAH in total income while holding land plots, a vehicle, and significant cash gifts.

The official’s son, Oleksandr Vavryniuk, served in the Information (Intelligence) Directorate of the SBGS. His wife, Oleksandra Vavryniuk, worked in the agency’s Internal and Personal Security Directorate in Kyiv.

In May, both employees were transferred to the Main Directorate of Intelligence under the Ministry of Defense of Ukraine. The official transfers took place amid expectations regarding Valeriy Vavryniuk’s potential permanent appointment as head of the State Border Guard Service.

According to the latest public asset declaration for 2024, the couple’s total annual income reached nearly 1.7 million UAH. The primary source of funding consisted of official military pay:

Oleksandra Vavryniuk received 636.7 thousand UAH in military compensation.
Oleksandr Vavryniuk declared 645.2 thousand UAH from the same source.

In addition to official salaries, Oleksandra reported a monetary gift worth 417.9 thousand UAH from Svitlana Arkhangelska.

While officially registered in Kramatorsk, Donetsk Oblast, the couple actually resides in Kyiv, where they rent a 76-square-meter apartment owned by Olena Arkhangelska.

Their property holdings include two land plots measuring 1.3 hectares each in the village of Ryasne, Kharkiv Oblast, both acquired in July 2021. The family also owns a 2021 Skoda Octavia valued at nearly 900 thousand UAH and holds $8,500 in cash savings.
