The High Council of Justice has upheld a disciplinary reprimand against Oleksandr Pryshko, Deputy Head of Department at the Rivne Region Prosecutor’s Office, for his involvement in a street brawl and a severe breach of prosecutorial ethics. His son, Nazar Pryshko, who was also physically involved in the clash, serves as an administrator and acting head of the Territorial Service Center of the Ministry of Internal Affairs No. 5642 in Dubno, securing him a reservation from military draft.
The incident occurred on August 29, 2024, in Dubno. It originated from a dispute between the prosecutor’s son, Nazar, and two local residents. Rather than contacting law enforcement authorities, Oleksandr Pryshko arrived at the scene accompanied by his son and an assistant to settle the dispute independently.
The confrontation escalated into a physical fight, leaving both parties with minor bodily injuries later verified by forensic medical examination. The complainants alleged that the prosecutor threatened them with imprisonment, delivered physical strikes, and falsely accused them of stealing gold jewelry and 12,000 UAH from his vehicle.
The Relevant Body Granted Disciplinary Control (KDKP) initially issued a formal reprimand to Oleksandr Pryshko. While an internal investigation by the regional prosecutor’s office dismissed select allegations, the disciplinary panel concluded that the prosecutor escalated the conflict rather than de-escalating it.
In July 2025, the High Council of Justice reviewed the prosecutor’s appeal and affirmed the reprimand for a single gross violation of prosecutorial ethics under Paragraph 6, Part 1, Article 43 of the Law of Ukraine «On the Prosecutor’s Office.» However, the council dropped charges regarding the illegal use of official status, citing insufficient evidence of official ID abuse.
«Given his extensive background in law enforcement, the prosecutor was obligated to avoid escalation and act strictly within legal procedures rather than arriving at the scene with a group for private dispute settlement,» the official ruling states.
The proceedings further revealed that between 2020 and 2024, Oleksandr Pryshko evaded mandatory professional qualification assessments 18 times, missing every scheduled evaluation while submitting formal excuses.
Official platforms of the MIA Territorial Service Center No. 5642 have published no statements regarding administrator Nazar Pryshko’s involvement in the physical altercation.
