Ukraine’s National Agency on Corruption Prevention (NACP) has concluded a second verification of the asset declaration submitted by Oleh Mazepa, a member of the Vasylkiv City Council representing the banned Opposition Platform — For Life (OPZZh) party. The repeat investigation revealed an undeclared apartment on the Spanish coast owned by the official’s wife, bringing the total sum of false entries across both audits to 8.12 million UAH (approximately $200,000 USD). The offense falls under Part 2, Article 366-2 of the Criminal Code of Ukraine.

The NACP reopened its investigation on March 2, 2026, dispatching official inquiries to Spanish judicial authorities, local Ukrainian police, and banking institutions. According to the Spanish Secretariat of State for Justice, the lawmaker’s wife purchased a 74.52 m² apartment and a parking space in Torrevieja, Alicante province, on August 21, 2015. The purchase contract listed a total price of 72,000 EUR (1.77 million UAH at the official exchange rate at the time). Mazepa ignored a formal query sent by anti-corruption officials on April 9, 2026, offering no documents or explanation.

Spanish residential registry records show that Mazepa personally resided in the Torrevieja apartment as of March 9, 2022—prior to submitting his 2021 financial disclosure. Border cross-checking via Ukraine’s «Arkan» tracking system and bank statements from PrivatBank and Universal Bank further confirmed family transactions in Torrevieja with zero recorded payments for local hotels or rentals.

«When submitting his asset declaration, the official was aware of his wife’s Spanish property and deliberately omitted it from the public registry,» the NACP noted in its final audit report.

The newly uncovered 1.77 million UAH property adds to the 6.34 million UAH in undisclosed assets previously identified during the NACP’s initial check (Certificate No. 134/24, issued May 31, 2024).

However, investigators noted two items remained unverified:

Luxury Watches: Mazepa declared a classic Breguet watch acquired in 2015 and a gold Zenith watch, listing the value for both as «unknown» without providing receipts or valuation proof.

Corporate Sale: On August 13, 2021, Mazepa sold his stake in «Store No. 907 Ltd.» for 738,000 UAH. Neither the MP nor the buyer responded to NACP inquiries to confirm whether the transaction funds were actually received.

The agency confirmed that issues regarding illicit enrichment and conflicts of interest were fully covered in the first audit and not re-examined. Under standard administrative procedure, the NACP will notify the lawmaker, grant him a formal window to file an amended declaration, and publish the final audit certificate on its official portal.
