The Department of Provision of the State Service for Special Communications and Information Protection of Ukraine (SSSCIP) has filed a lawsuit against LLC «Stream Techno,» a company linked to Ajax Systems owner Aleksandr Konotopskyi. The government agency is seeking to recover 499.3 million UAH in penalties and fines for breaches of contracts related to the supply of unmanned aerial vehicles (UAVs) for the Ukrainian Armed Forces.

According to case materials, LLC «Stream Techno» systematically violated the terms of state defense contracts signed in May and August 2023, as well as in February 2025. The accumulated fines and penalties for non-compliance total nearly half a billion hryvnias.
The supplier has reportedly refused to settle the debt voluntarily for over six months, forcing the dispute into court. While media reports link the low-profile entity to prominent Ukrainian entrepreneur Aleksandr Konotopskyi, the company’s operations have largely remained out of the public eye.
The controversy surrounding the defense procurement contracts is further compounded by recent high-profile personnel changes. Yevhen Hvozdariov, the former director of LLC «Stream Techno,» was recently appointed as the head of the state-owned enterprise «Ukroboronservis.»
