A Kyiv property developer linked to Stolitsa Group—associated with NABU suspect Vlada Molchanova and the Cypriot entity SPARENTON LIMITED—has paid nearly 132 million UAH in back taxes into the state budget. According to the Prosecutor General’s Office, the firm used 176 hectares of municipal land in the Osokorky neighborhood for residential construction without paying land taxes between 2017 and 2024.
The investigation focuses on LLC «Kontaktbudservis,» a company currently undergoing bankruptcy proceedings. The plot in question sits at the center of a long-running dispute: local residents and environmental activists have repeatedly campaigned to stop construction on the site to establish the «Osokorky Eco-Park» and preserve one of the capital’s few remaining wetland ecosystems.
While the tax recovery marks a financial outcome for the state, urban planning experts argue that prosecutors have overlooked the core legal violation: the improper renewal of the land lease agreement itself.
Urban planning analyst Heorhiy Mohylnyy pointed out that persistent tax evasion provided clear legal grounds for the Prosecutor General’s Office to terminate the contract entirely and return the property to the Kyiv municipality.
«Under Ukrainian law, only a tenant who has fulfilled all contractual obligations in good faith holds the right to renew a land lease. LLC ‘Kontaktbudservis’ committed gross violations of its duties and therefore had no legal right to extend the agreement,» Mohylnyy stated.
Legal analysts emphasize that reissuing the lease violated Article 134 of the Land Code of Ukraine, Article 33 of the Law «On Land Lease,» and established legal precedents set by the Supreme Court regarding municipal land extensions.
The market value of the 176-hectare parcel far exceeds the 132 million UAH debt recovered by the state. Despite these legal breaches, law enforcement has so far limited its intervention to collecting unpaid taxes, leaving the prime municipal land under the developer’s control.
