The Cassation Criminal Court within the Supreme Court has scheduled a hearing to review the appeal against the sentence of Serhiy Andriyash, the former head of the Children and Family Department of the Kyiv Regional State Administration. The defence of the former official is seeking to overturn the ruling that sentenced him to three years of imprisonment for abuse of power and misappropriation of European Union grant funds.

The Supreme Court has completed all preliminary proceedings and scheduled the trial for September 10, 2026. According to the official court decision, the examination of the defence counsel’s cassation appeal is set to begin at 11:30 AM.

«To complete preliminary actions and schedule the cassation review of the criminal proceedings based on the lawyer’s appeal against the verdict of the Appeals Chamber of the High Anti-Corruption Court dated June 29, 2026, regarding Andriyash, for September 10, 2026, at 11:30 AM,» the court decision states.

The history of judicial proceedings in this case spans several years. In December 2024, the High Anti-Corruption Court of first instance acquitted Serhiy Andriyash due to the absence of a criminal offense in his actions. However, the Specialized Anti-Corruption Prosecutor’s Office (SAPO) successfully appealed the verdict, resulting in the Appeals Chamber overturning the acquittal and handing down a three-year prison sentence.

According to the SAPO indictment, Serhiy Andriyash misused his official position to manipulate international financial assistance. Investigators established that 10 million UAH provided as EU grant funding was originally earmarked for establishing social housing for internally displaced persons (IDPs).

Instead, prosecutors argue, the funds were directed toward the large-scale renovation and overhaul of non-residential property in the village of Karapyshi, Myronivka district, Kyiv region. The facility belonged to a private company, LLC «Agrosvit,» and the reconstruction was conducted to facilitate commercial business operations at the site.

Following the completion of construction, the building was never transferred to municipal or state ownership as required by the grant terms. Instead, a children’s health and recreation center named «Zoryanyi» was established on the premises.

Furthermore, anti-corruption prosecutors identified a conflict of interest and nepotism within the institution’s leadership. Ruslan Poshtovyi, a former direct subordinate of Andriyash, was appointed director and founder of the center. Additionally, several close relatives of Serhiy Andriyash — including his son, daughter, and son-in-law — were hired to work at the facility.

During the pre-trial investigation, law enforcement authorities successfully intervened and returned the real estate property to state and municipal ownership. Despite the gathered evidence and the appellate ruling, Serhiy Andriyash maintains his innocence, insisting that he acted strictly within the law and committed no crime.

The Supreme Court is expected to deliver its final verdict in this high-profile anti-corruption case following the upcoming September hearing.
