Anna Yas, the wife of Artem Yas, head of the Chernivtsi Regional Prosecutor’s Office, has become the owner of a new property in the ‘Sense City’ residential complex, currently under construction in the village of Sofiivska Borshchahivka in the Kyiv region. This investment has attracted attention because it coincided with the active phase of legal proceedings: the prosecutor’s office had long been demanding that the plot of land on which this residential complex is being built be returned to the state.

According to Anna Yas’s official declaration, her assets now include two flats (measuring 47.1 and 38.9 square metres) and a parking space in the unfinished development. The documents list ‘Concept Time’ LLC as the owner of these properties.
Furthermore, in early March 2025, Anna Yas entered into formal commitments regarding the financing of the construction with “Weymouth Town Building” Ltd. This company, together with “Concept Time”, is the developer of the Sense City residential complex. According to the declaration, the total amount of funding for these three properties amounted to at least 2.729 million UAH. At the same time, market valuations for similar flats in this complex were higher at that time, and subsequently the market value of a comparable property portfolio rose to approximately 5.1 million UAH.
A key element of the situation is the status of the land plot. The 9.5838-hectare plot on which construction took place belonged to Concept Time LLC. Since 2022, the Kyiv Regional Prosecutor’s Office had been seeking, through the courts, to reclaim this land for the state.
The court proceedings in the Supreme Court continued even whilst the prosecutor’s family was making investments. The final ruling by the court of cassation in this case was only handed down on 1 April 2025. The developers’ ownership structure is also complex: ‘Concept Time’ is owned via the asset management company (AMC) ‘Alpari’ (beneficial owner — Yevhen Lyubchenko, director — Ihor Stepanenko), whilst in ‘Weymouth Town Building’ the shares are divided between Svitlana Bobrova and ‘Integral Space’ LLC.

The mere fact that relatives of public officials are investing in property does not in itself constitute a criminal or administrative offence. However, anti-corruption experts point out that such cases require thorough scrutiny to ensure compliance with standards of anti-corruption resilience and transparency in the decisions of civil servants.
“The key question arising in society and the media is: could Artem Yas have had access to non-public information regarding this legal dispute or the developer’s plans, and could such information have been used in the interests of his family?” commentators emphasise.
Further context is provided by the official’s own career path. Before taking up a senior post in the Chernivtsi region, Artem Yas worked at the Kyiv Regional Prosecutor’s Office, where he held the position of head of the department for procedural guidance in criminal proceedings. Although at the time of the investment he no longer had direct administrative influence over processes within the Kyiv Regional Prosecutor’s Office, such coincidences are causing a widespread stir and are drawing the public’s close attention to the reputation of the prosecutor’s office and its adherence to ethical standards.
