The Head of the Bilyayivka Department of State Registration of Civil Status Acts (Registry Office) in the Odessa Oblast, Olena Velychko, continues to hold her position despite an ongoing corruption court case that has lasted for seven years. As of 2026, the official has not been suspended from leading the state institution, with court proceedings dragging on since 2019. Meanwhile, the chief official has published her recent financial disclosure report for the past year.

According to official data from the National Asset Declaration Registry, Olena Velychko owns only one piece of real estate. She holds 100% ownership of a 2-hectare land plot located in the village of Hradenytsi, within the Bilyayivka territorial community. The official acquired the rights to this land in December 2018, just ahead of the launch of the lengthy judicial process.

Any other real estate properties, such as residential houses or apartments, as well as personal vehicles, are completely absent from the Registry Office chief’s financial disclosure for the past year.

Despite her status as a defendant in a corruption case, the official consistently receives a salary funded by the state budget. The family’s total reported income consists of two primary sources:
Olena Velychko: 565,000 UAH — annual salary received for her role as Head of the Bilyayivka Registry Office.
Hryhoriy Velychko (husband): 541,000 UAH — annual salary earned at his place of service in the 25th Bilhorod-Dnistrovskyi Border Guard Detachment.

The ongoing situation involving Olena Velychko highlights a systemic issue of prolonged judicial proceedings within anti-corruption cases in public administration. Because a final verdict has not yet been rendered, and the legal grounds for job suspension have either expired or were not extended by the court, the accused official continues to manage the state institution and exercise her executive powers nearly a decade after the initial investigation began.
