Oleksandr Kizlyar, a member of the Khmelnytskyi Regional Council representing the All-Ukrainian Union ‘Batkivshchyna’, has declared the largest crypto portfolio among Ukrainian public officials. This is according to the results of an analysis published by the Opendatabot platform. The official emerged as the clear leader in terms of holdings of both Bitcoin (BTC) and Ethereum (ETH).

According to the service’s data, Oleksandr Kizlyar declared 100 Bitcoins, which, as of 10 June 2026, are valued at approximately 278.8 million UAH. Second place in the ranking of BTC holders was taken by Ukrainian MP Oleg Bondarenko, who holds 80 BTC (around 223 million UAH). Rounding out the top three is Kristina Pavlova, a representative of the Department of Public Works and Infrastructure at Dnipro City Council, who holds 20 BTC worth over 55.7 million UAH.
Oleksandr Kizlyar also tops the ranking of Ethereum (ETH) holders — he declared 1,000 ETH in his financial disclosure, worth almost 74 million UAH. Kristina Pavlova came second again (130 ETH, or 9.6 million UAH), whilst third place went to Iryna Sukhovetruk, a representative of the Kyiv City Prosecutor’s Office, who holds 100 ETH (approximately 7.4 million UAH).
Meanwhile, in the crypto-dollar (USDT) category, the judiciary took the lead. The largest holdings of stablecoins were declared by Hanna Fazikosh, Chair of the Zakarpattia Court of Appeal, who holds over 1.019 million USDT (almost 46 million UAH).
Second place went to Pavlo Shandra, a member of the Odesa Regional Council, with 719,000 USDT (over 32.4 million UAH). Third place went to Maksym Kiselov, director of the Kyiv Scientific Research Institute of Forensic Expertise (KSRIFE), whose declaration lists 647,000 USDT (over 29.1 million UAH).
Oleksandr Kizlyar was born in 1992 in Khmelnytskyi. He is a private entrepreneur and the beneficial owner of a number of companies operating in the fields of property letting, logistics, fuel trading and catering. He currently sits on the Khmelnytskyi District Council’s standing committee on industry, energy, transport and municipal property.
In 2023, the official found himself at the centre of a public scandal. A video he posted caused a stir, showing him driving a car at speeds exceeding 200 km/h to the accompaniment of Russian music.
Oleksandr Kizlyar is the son of Oleksandr Kizlyar Sr., a former member of the Khmelnytskyi City Council (also representing the ‘Batkivshchyna’ party). In late 2025, the National Agency for the Prevention of Corruption (NAZK) identified irregularities totalling over 38.8 million hryvnias in the 57-year-old father’s declaration. In particular, the anti-corruption agency was unable to verify the source of 25 million hryvnias in cash, identified undeclared income of 12 million hryvnias, and raised concerns regarding the actual value of the family’s property and vehicles.
