Kyiv City State Administration (KCSA) Deputy Head of the Department of Municipal Property — Head of the Privatization and Corporate Rights Management, Yuriy Beregovyi, has been exposed for alleged unexplained wealth. Law enforcement officials established that during 2023, the official’s family acquired expensive movable and immovable property, the value of which significantly exceeds their official income. Currently, the police have not yet formally served a notice of suspicion to the KCSA official, and investigative actions are ongoing.
According to the criminal case files, Beregovyi’s family significantly upgraded their property status in 2023. Notably, the official’s wife became the owner of a Land Rover Defender (2020 model). The car’s value was stated as 1.2 million UAH in the declaration, but investigators believe this amount was significantly understated. Investigative journalists found an archived sale advertisement for this specific vehicle: at that time, the asking price was nearly 79 thousand dollars (equivalent to approximately 2.9 million UAH at the exchange rate of that period).
In addition to the vehicle, in 2023, the family acquired an apartment with an area of 80 sq. m and a parking space in the prestigious capital residential complex «French Quarter.» In total, Yuriy Beregovyi listed 11 real estate properties in his latest public declaration for 2024. These include:
a house of nearly 280 sq. m and a land plot in the center of Kyiv;
two apartments and land plots in the Pechersk district;
a garage and a parking space;
two houses and land in the village of Mala Ofirna, Kyiv Oblast.
The primary question for law enforcement is the source of funds used to purchase these assets. None of the 11 real estate properties belong personally to Yuriy Beregovyi — all the assets are registered to his wife Viktoriia and his 21-year-old daughter Alina. At the same time, according to the official’s declaration, the only source of official income in the family is Beregovyi’s own salary. Neither his wife nor his daughter received any official income.
Earlier, journalists from Bihus.info reported on the suspicious assets of the KCSA official. They discovered that a significant portion of the property was received by the official’s daughter as «gifts.» Specifically, the Pechersk apartment was gifted to the 21-year-old girl by her 76-year-old retired grandmother, who had purchased it back in 2018.
A few months prior to this, Alina Beregova was also «gifted» a garage, three land plots, and two houses (measuring 51.6 sq. m and 63.5 sq. m) near Kyiv, which previously belonged to her grandfather.
Part of the real estate was transferred into the ownership of the official’s wife, Viktoriia Beregova, through re-registration. For instance, Yuriy Beregovyi previously owned the house in the center of Kyiv near the «French Quarter» residential complex personally (since 2013) and included it in his earlier reports. However, in 2022, he officially gifted this property to his wife. Additionally, she has owned a 4-room apartment in Pechersk since 2005.
Context: Amidst the tightening control over the assets of civil servants, the NACP and law enforcement agencies are paying special attention to property registered to close relatives, as this is a common practice for concealing real wealth.
