On a concrete example — the state tax service, I will explain to you today’s model of management of the country.
The head of the «tax service» is Tatiana Kiriyenko. Do you think she is the real head of the DSS? — At most, she is subordinate to 4-5 (!) departments out of (!) 24. All the rest belong to different groups of influence, to whom they report.
To give another example, in the «tax office» there are inspectors who, conventionally, monitor/work with business. And there are so-called «big payer offices» that monitor and control the biggest businesses in the country, which in itself is very strange, but as it is. Let’s call it «individualized treatment», not everyone has to be equal before the state and the law, right?
As you can guess, these «offices of large payers» are only five: northern, southern, western, eastern and central. Central is the largest in volume. Do you think the head of the central «office» reports to the head of the DSS? — Absolutely not.
And it would be okay if the issue was only about «cache flow», like, some influence group has put its man there — he collects tribute for them. But no, even in purely operational matters, they don’t give a damn about the DSS leadership. They live their own lives, according to their own rules.
So, that’s my point, this example with the DSS — to understand the order. In the absolute majority of ministries, central bodies of executive power — the same shit. There is a head, but he is surrounded by supervisors, quotas of influence groups, etc.
That is why there is mess, chaos, trouble and endless scandals: swan, crab and pike.
