Iryna Pazynych, Head of the Communal Property Control Department of the Zaporizhzhia City Council, and her husband, Ivan Pazynych, an employee of JSC «Zaporizhzhiaoblenergo,» have raised red flags in their 2025 financial disclosures by declaring a luxury vehicle and a resort apartment at prices significantly below market value. A review of the official anti-corruption declaration suggests potential asset underreporting and illicit enrichment, drawing scrutiny from transparency advocates.

In February 2025, the official’s family acquired a 65-square-meter apartment in the prominent resort town of Truskavets. The property, located in the newly built «Truskavetska Fortetsia» residential complex, was officially registered under the husband’s name. According to the asset declaration, the purchase price was listed at 1.8 million UAH.

However, real estate market data reveals that prices for similar apartments in this complex start at $70,000 (approximately 2.9 million UAH at the time of purchase). Furthermore, the State Property Fund’s automated valuation service estimates the property’s actual worth at nearly 2.7 million UAH. This indicates that the asset’s value was underreported by nearly one million hryvnias in the official filing.

Even more striking is the acquisition of a 2018 Volkswagen Arteon, also registered under Ivan Pazynych. The municipal official declared the purchase price of the German sedan at just 40,000 UAH—roughly $1,000.

In stark contrast, leading automotive marketplaces and appraisal tools, including «Auto.RIA,» state that the average market value for a used model of this specific year is around $25,000 (nearly 1.1 million UAH).

Background from Registries: Private vehicle tracking databases reveal that the car’s previous owner was «Kakao Ukrainy» LLC, a company formerly managed by Ivan Pazynych himself. The vehicle was originally purchased at a US salvage auction in 2021 for $10,000 in a damaged state before being imported to Ukraine.

Both spouses have extensive backgrounds in law enforcement. Iryna Pazynych previously served as a senior detective in the local police force. Her husband, Ivan, is a retired police colonel who held senior leadership positions within the Main Directorate of the National Police in the Zaporizhzhia region until 2017.

Beyond the controversial 2025 acquisitions, the family’s joint asset portfolio remains substantial, including:
3 apartments (located in Zaporizhzhia, Kyiv, and Truskavets);
2 residential houses in the Zaporizhzhia region;
5 land plots;
A 2013 Toyota Land Cruiser SUV;
Corporate shares in commercial enterprises.

As of today, Ivan Pazynych is employed at JSC «Zaporizhzhiaoblenergo,» a state-regulated utility company currently headed by Andriy Stasevskyi, an executive who has previously been at the center of multiple high-profile media controversies.
