Albert Kononenko, a former member of the Kharkiv Regional Council, has submitted his financial declaration for 2024, reporting zero income alongside millions of dollars in financial assets held in foreign currency. According to public records in the NAPC (National Agency on Corruption Prevention) asset registry, the former official and his wife hold hundreds of thousands of dollars in cash and millions in third-party loans without reporting a single official source of income for the year.

For the reporting period, Kononenko recorded zero in the sections for income, gifts, expenditures, and financial liabilities. Despite this, under monetary assets, the couple declared $810,000 in cash, as well as loans granted to third parties totaling $3 million, €850,000, and 300,000 UAH. Additionally, third-party debts owed to them amount to $760,000 and €350,000.

«The exact same loan amounts have been carried over from declaration to declaration since at least 2016. Over nine years, the counterparties behind these transactions have never been identified publicly.»

The names of the borrowers and debtors remain omitted in the public version of the declaration, creating a significant blind spot for regulatory lifestyle monitoring.

The former official’s family owns several apartments in Kharkiv and holds rights to unfinished construction projects. Among them is a 135-square-meter apartment owned by his wife that has remained in «unregistered construction» status since 2006. This legal status allows the asset to avoid official valuation for nearly two decades.

The family’s vehicle holdings include a Toyota Camry and a Mercedes-Benz ML 350 CDI, along with driving rights to a Land Rover Range Rover. Notably, the declaration also lists six luxury wristwatches (including models from Patek Philippe, Audemars Piguet, and Richard Mille). All of them are designated as acquired prior to his initial declaration, leaving their monetary value blank even though market prices for such timepieces often reach hundreds of thousands of dollars.

The disclosed figures raise several questions regarding the NAPC’s automated risk screening and verification processes. Operating with zero reported income while maintaining substantial cash reserves, long-term unregistered properties, and anonymous multi-million dollar loans presents key risk flags that warrant an official review into the source of these funds.
