  3. HACC Reduces Bail for Former SBU Cybersecurity Chief Illya Vityuk to UAH 7.5 Million

The High Anti-Corruption Court (HACC) has partially granted a defense motion to reduce the bail for Illya Vityuk, former Head of the Cybersecurity Department of the Security Service of Ukraine (SBU). The court lowered the amount from UAH 9.08 million to UAH 7.49 million. The former official is suspected of illicit enrichment and submitting false information in his asset declaration regarding the purchase of luxury real estate in Kyiv.

Vityuk’s attorneys filed a petition with the HACC seeking a revision of their client’s financial obligations. The investigating judge approved the request in part, recalculating the bail amount in accordance with established statutory financial metrics.

«The preventive measure in the form of bail in the amount of UAH 9,084,000 shall be modified regarding the bail amount, specifically setting a preventive measure for the suspect in the criminal proceedings in the form of bail amounting to 2,250 living wages for able-bodied individuals, which totals UAH 7,488,000. The remainder of the chosen preventive measure shall remain unchanged,» the court ruling states.

All other procedural duties and restrictions previously imposed on the suspect under the ongoing criminal proceedings remain fully in force.

Detectives from the National Anti-Corruption Bureau of Ukraine (NABU) and prosecutors from the Specialized Anti-Corruption Prosecution Office (SAPO) have concluded their pre-trial investigation. According to law enforcement, the official’s family acquired a premium apartment in December 2023, which was registered under his wife’s name.

While the purchase contract stated the property’s value as UAH 12.8 million, the actual market value at the time of the transaction was UAH 21.6 million—a difference of nearly UAH 9 million.

To justify the source of funds and validate the purchase, the suspect’s wife reported earnings from individual entrepreneurship (FOP) activities, claiming she had provided legal and consulting services since February 2022.

However, investigators established that these services were never actually rendered. Furthermore, NABU and SAPO found no legal confirmation for the origin of the remaining UAH 8.8 million used to cover the full purchase price of the property.
