The acting head of the State Property Fund of Ukraine (SPFU) in Odesa and Mykolaiv oblasts, Andriy Melnyck, has received state compensation under the «eOselya» program for internally displaced persons (IDPs). At the same time, in his declaration, the official reports a multi-million hryvnia salary, significant savings in foreign currency, and assets worth billions of hryvnias. This is evidenced by data from the Unified State Register of Declarations and materials from previous audits by the National Agency on Corruption Prevention (NACP).
According to recent changes in his financial status, on March 25, 2026, Andriy Melnyck registered ownership of an apartment with an area of 49.5 square meters in the village of Kotsyubynske, Bucha district, Kyiv region. The property’s value at the time of acquisition was 1.99 million UAH. On the same day, the official declared an income of 459 thousand UAH as state aid and cost compensation under the «eOselya for IDPs» program from the Pension Fund of Ukraine.
It should be noted that the official has held official IDP status from Luhansk since 2014 and had previously used another residence in Kotsyubynske free of charge, with an area of 60.9 square meters. Over the past year, his salary at the SPFU exceeded 1.03 million UAH, and his cash savings amounted to 130 thousand US dollars and 120 thousand euros. In addition, the official took advantage of the opportunity to receive the «Winter ePidtrymka» payment.
«Legally, property in temporarily occupied territories is not considered accessible housing; however, the participation of the head of a regional SPFU branch with significant assets in preferential programs raises many questions,» note analysts who examined the official’s declaration.
In addition to cash and salary, Andriy Melnyck listed a number of unusual assets in his declaration:
Documents of title for 5 tons of 999.9 fine gold valued at 79.8 million euros (over 4 billion UAH);
Rare earth metals worth 15.5 billion UAH;
Promissory notes of the Russian company «Kiton 21 Vik» (Moscow);
15 mine dumps containing rare earth metals at the facilities of the state holding companies «Krasnodonvuhillia,» «Sverdlovskantratsyt,» and «Rovenkyantratsyt» in the occupied Luhansk region.
The State Property Fund previously commented on the presence of such assets in the official’s declaration, stating that there is currently no physical control over these valuables. However, the NACP considers these listed items as property rights officially declared by the official.
In May 2025, Melnyck for the first time listed a 69-square-meter apartment among his personal assets. According to an NACP audit from 2021, a similar property in Kyiv valued at 2.2 million UAH belonged to his common-law wife, Yana Koltsova, but at that time the official did not include it in his report, explaining that they lived separately.
Currently, the official’s real estate and property portfolio includes:
A 621-square-meter house in the village of Rozkishne and an apartment in Luhansk;
Land plots with a total area of over 13.5 thousand square meters in the urban-type settlement of Fabrychne;
29 unfinished construction projects (apartments, shops, cafes, and garages) in Odesa and Chornomorsk;
A 2008 BMW X5 car and a T-25AM tractor.
The situation surrounding the purchase of yet another property involving public funds by an individual featured on NACP registries may become the subject of an additional review by the competent anti-corruption authorities.
