  3. Humanitarian aid and an electric car worth 5,000: senior specialist at the Seventh Administrative Court of Appeal submits declaration

Marina Konopatska, a senior specialist at the Seventh Administrative Court of Appeal, has declared 146,000 hryvnias in charitable donations and two cars, the value of which in her declaration differs significantly from average market prices. This came to light following an analysis of the official declaration submitted by the official, published in the Unified State Register.

The official’s main source of income is her salary from her place of work. At the Seventh Administrative Court of Appeal, she received 269,500 hryvnias.

In addition, the declaration lists the following sources of income:
146,000 UAH — charitable (humanitarian) aid from the Department of Social Policy of the Vinnytsia City Council;
50,000 UAH — income received as an inheritance or gift from a first- or second-degree relative.

In terms of official property, Konopatska listed a flat in Vinnytsia with an area of 42.4 $m^2$, acquired back in 2003. She shares the right to use this property with Oksana Konopatska.

The most attention in the annual report is drawn to the official’s declaration of movable property, namely two vehicles that have come into her possession in recent years.

Marina Konopatska owns the following cars:

Volkswagen e-Golf (2015 model) — purchased on 27 July 2023. The value stated in the declaration is just 5,000 UAH.
Peugeot Partner (manufactured in 2006) — acquired on 4 October 2025. According to the document, its price was 50,000 UAH.

The actual market value of the cars at Ukrainian car dealerships at the time of their purchase differs significantly from the figures stated in the official’s income declaration.

According to specialist online sources, in July 2023, prices for a second-hand 2015 Volkswagen e-Golf electric car ranged from 280,000 to 420,000 UAH. Meanwhile, the average price of a 2006 Peugeot Partner in Ukraine at the time of the transaction ranged from 90,000 to 140,000 UAH, depending on its technical condition.

To date, there have been no official comments from representatives of the Seventh Administrative Court of Appeal or from Marina Konopatska herself regarding the specifics of the pricing of the purchased cars. The National Agency for the Prevention of Corruption (NAZK) continues to monitor and verify the declarations of Ukrainian civil servants.
