Volodymyr Vilchynskyi, a former high-ranking official in the SBU’s economic counterintelligence department during the presidency of Viktor Yanukovych, has relocated to Monaco while continuing to influence Ukraine’s corporate sector. Despite living abroad, the former security official currently operates as a remote security consultant for Ukrainian companies, including those operating within the critical defense sector. This cross-border activity was uncovered and documented in a recent media investigation.

Investigative journalists recently spotted the former counterintelligence official driving a luxury Bentley in the principality. According to the report, Vilchynskyi’s family has settled into high-end apartments located directly on the Monte Carlo waterfront, one of the most expensive real estate markets in the world.
Prior to his relocation, Vilchynskyi held a senior position within the SBU’s Main Directorate for Counterintelligence Protection of State Economic Interests, serving until the geopolitical shifts and change of government in Ukraine in 2014.
Despite the distance and his historical political ties, the former official maintains active business relations with Ukrainian enterprises. Investigative findings reveal that Vilchynskyi has carved out a niche as a specialized private consultant.
The former SBU official currently acts as a security consultant for Ukrainian companies operating in the defense sector.
The disclosure raises critical questions regarding the legal grounds of his departure from Ukraine and whether his current consulting role grants him or his associates access to sensitive, strategic data regarding state defense operations. As of publication, Ukrainian law enforcement agencies have not issued an official comment regarding any ongoing review of Vilchynskyi’s activities.
