Ukraine’s National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have advanced their investigation into a large-scale corruption scheme, uncovering an extensive network of luxury assets held by suspects in France and the UAE.

According to law enforcement updates dated July 31, 2026, several real estate properties in Dubai are legally tied to key suspects in the case—Andriy Hmyrin and Volodymyr Kolot. Earlier, in March 2026, Kolot was detained in Dubai, though official statements from NABU or the Dubai Public Prosecution regarding this specific incident have yet to be released. Meanwhile, Andriy Hmyrin was detained and questioned in Nice, where extradition hearings to Ukraine are currently pending.

As part of the investigation—where damages are estimated at approximately €23 million—law enforcement has seized high-value assets on the French Riviera. Seized properties include a 400-square-meter villa, five land parcels valued at around €5 million, and a Cranchi Settantotto 78 yacht worth approximately €5.5 million. The yacht was held through an offshore shell company, GFB Company Ltd, registered in the British Virgin Islands (BVI).

The asset ownership structure was established during the summer of 2022. A central component of the network is Dubai-registered GFM Investment Group LLC, licensed out of the Boulevard Plaza business center. This Dubai entity founded the French company GFD Côte d’Azur SAS in Nice, whose 2023–2024 financial reporting was filed under non-disclosure provisions.

An analysis of the management structure revealed the involvement of Russian citizens and relatives of Ukrainian judges. Natalia Afanasieva, associated with the local agency TOP Apartments Real Estate Brokerage, serves as manager of Dubai’s GFM. Anatoliy Holovin—son of Kyiv Commercial Court Judge Kateryna Holovina and grandson of former Constitutional Court Chairman Anatoliy Holovin—works at the same brokerage firm. His uncle, Yevhen Holovin, is a Dubai business partner of Hmyrin and the registered owner of the BVI company holding the seized yacht.

Additionally, Alexandra Veselova—a graduate of the Russian Foreign Trade Academy and a former Moscow-based corporate lawyer—served as director of France’s GFD Côte d’Azur SAS until March 2024. International law enforcement cooperation remains ongoing to facilitate the recovery of seized assets and the extradition of key suspects.
