Law enforcement agencies and investigative journalists are examining the operations of businessmen Vasyl and Andriy Veselyi regarding appointments to the supervisory board of state-owned Sense Bank, the misuse of public funds, and suspicious transactions involving industrial giants.

This is evidenced by audio recordings, materials from ongoing criminal proceedings, and public registry disclosures.

According to sources, on May 9, 2025, the National Anti-Corruption Bureau of Ukraine (NABU) intercepted a conversation between Oleksandr Tsukerman and businessman Vasyl Veselyi. During the call, the interlocutors named six individuals slated for the supervisory board of state-owned Sense Bank: Piotr Nowak, Jerzy Szugaiew, Ewa de Falck, Oleksandr Shchur, Mykola Hladyshenko, and Oleh Mistiuk.

On June 18, 2025, Prime Minister Denys Shmyhal signed Cabinet of Ministers Decree No. 580-r, officially appointing those exact six individuals to the supervisory board. During their first year in office, this board was paid 58 million UAH from the state budget.

Additionally, Vasyl Veselyi received nearly 2 million UAH in 2024 as an advisor to Supervisory Board Chairman Sevki Acuner. The bank’s board chairman publicly acknowledged that the exact grounds for these advisory payments remain unknown.

A review of public registries revealed a network of interconnected entities operating at 5-V Vasyl Tiutiunnyk Street in Kyiv. The address houses several legal firms and investment funds linked to the Veselyi family.

Notably, the entity «Ukrtunelbud»—whose ultimate beneficial ownership is held entirely through other corporate entities, thereby concealing the individual beneficiary—won a 74.8 million UAH tender from Kyivvodokanal in 2024. This directly violates Article 64-1 of Ukraine’s anti-money laundering legislation.

«A former executive at the associated entity ‘Vel Mit Invest’, Mykola Ihorovych Hladyshenko, shares the exact name of the newly appointed chairman of Sense Bank’s supervisory board. Verification of tax identification numbers is currently underway to confirm identity,» investigators report.

In June 2024, Andriy Veselyi acquired a 33% stake in PrAT Karpatnaftochim, declaring the transaction value at 35 million UAH. However, official records show his cumulative declared income over the past 20 years totals just 4.15 million UAH—making the purchase price 8.4 times higher than his earned income over two decades. The origin of the remaining funds has not been publicly explained.

Subsequently, audio recordings surfaced featuring discussions about under-evaluating the plant’s value alongside mentions of an $840 million USD debt owed by the facility to a Cyprus-based offshore firm.

On June 10, the National Police, supported by the Security Service of Ukraine (SBU), conducted searches at properties associated with Veselyi under Article 209 of the Criminal Code of Ukraine (money laundering).

The investigation into the origin of these assets and the operations of the connected corporate entities remains ongoing.
