Career.
While still a final year student at the Tax University, Mykhailo got a job at the Ministry of Transport and Communications. Compromising material
The media called Mykhailo an ally of former MP and former head of Kyiv’s Shevchenkivskyi district Viktor Pylypyshyn. Nakonechnyi was his assistant in the parliament and his proxy in the 2013 by-election. He also managed one of the branches of Pylypyshyn’s public organization, Kyivans First.

Later, Kyiv Mayor Klitschko received an order from the NAPC to conduct an internal investigation into Nakonechnyi. The city official was suspected of a corruption-related offense. The fact is that Mykhailo, after taking over as head of Kyivzelenbud, failed to transfer his companies and corporate rights to them to a third party, as required by law.
In the same year, 2017, Konstantin Piontkovsky, head of the project “Pushcha-Vodytsia without Politics,” wrote on Facebook that the company run by Nakonechnyi had embezzled half a billion hryvnias through shell companies.

According to the police, officials of Kyivzelenbud and Knyazhna Lybid LLC “siphoned off” almost 12 million hryvnias allocated for the clearing and improvement of three lakes in Nyvky Park.
The work was supposed to be completed by the end of 2018. However, in reality, they started only on one lake, while the other two remained in a littered state. At the same time, the work acceptance certificates stated that Knyazhna Lybid LLC had completed a significant amount of lake improvement.
Law enforcement officers also found that Knyazhna Lybid LLC did not have the equipment to perform the work, and the company itself consisted of only four to five employees.
In August 2020, anti-corruption authorities served seven people with suspicion of embezzling UAH 78 million during the purchase of special equipment for Kyivzelenbud. Among the suspects was the former head of a cooperative association (his name was not disclosed). According to media reports, it could have been Mykhailo Nakonechnyi.
People from Prokopiv’s entourage helped Nakonechnyi to take over Kyivzelenbud
Mykhailo Nakonechnyi, who headed the Kyivzelenbud municipal association yesterday, left Viktor Pylypyshyn’s care and joined the entourage of Kyiv City Council Secretary Volodymyr Prokopiv.
In the 2015 Kyiv City Council elections, Nakonechnyi, along with Prokopiv’s adviser Mila Tyzhnenko, simultaneously worked in the headquarters of Serhiy Dumchev’s Movement for Reforms and Petro Poroshenko’s Solidarity. The reorientation to the presidential power, as well as a wide range of acquaintances in the Kyiv establishment, helped Nakonechnyi to get the bread-and-butter post.

“Nakonechnyi grew up under the tutelage of Viktor Pylypyshyn. He has been with him for a long time — in the Shevchenkivskyi District State Administration, in the parliament, and in Kyivans First. HACC arrests former advisor to ex-Kyivzelenbud CEO
The High Anti-Corruption Court has taken into custody Anatoliy Khaleev, a former freelance advisor to the former CEO of Kyivzelenbud, Mykhailo Nakonechnyi, who is suspected by the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office of organizing the embezzlement of UAH 77.9 million. Ex-Director of Kyivzelenbud released on bail of MPs
The High Anti-Corruption Court released on bail of MPs the former CEO of the Kyivzelenbud utility company, who is suspected by the NABU and the SAPO of involvement in embezzling almost UAH 78 million from the Kyiv local budget during the purchase of special equipment.

Overpricing of procurement prices
According to the auditors, in 2015-2016, Kyivzelenbud committed violations worth UAH 10.31 million, and at least UAH 25 million was stolen through overpricing of procurement prices. The lion’s share of the blame for the financial violations lies with Nakonechnyi’s predecessors: Serhiy Simon, who had been in charge of the company since mid-February 2015, and his first deputy, Yevhen Kuguka, who, after Simon’s dismissal, served as the company’s CEO since May 4, 2016.
But even under Nakonechnyi, the principle of Kyivzelenstroy’s selection of contractors and suppliers continued to raise questions. For example, in September 2016, the utility ordered the reconstruction of the capital’s park from a company affiliated with Kyivzelenbud’s own trade unions. And in November 2016, the utility planned to purchase two electric cars from a company close to Viktor Ostapchuk, a member of the Verkhovna Rada of the VIII convocation (faction of the Revival Party, constituency #177 in Kharkiv region).

Tender fraud
In December 2017, it became known that the police were investigating a case of embezzlement of UAH 54 million of budget funds by the management of Kyivzelenbud. It was alleged that in 2016-2017, the tenders held by the association were won by “the right firms”, after which the budget funds were divided among the organizers of the deal, and the work in the capital’s parks and squares was subsequently carried out by employees of Kyivzelenbud and the district utility companies under its control.
The investigation also revealed a number of large procurements that were carried out at inflated prices or even fictitiously. For example, Kyivzelenbud managed to buy vacuum trucks for garbage collection with an overpayment of almost UAH 7 million, and Vernadsky Boulevard was “repaired” for UAH 1 million only on paper. And this is not a complete list of criminal proceedings opened against the association’s officials.
It should be noted that Kyivzelenbud was subordinated to the Department of Urban Improvement and Environmental Protection of the Kyiv City State Administration, headed by the notorious Dmytro Bilotserkovets. It is known that after his election as a member of the Verkhovna Rada of the VIII convocation, Bilotserkovets “supervised” the work of the most “bread-and-butter” MEs of his former department for a long time.
It is possible that the reason for Mykhailo Nakonechnyi’s dismissal in May 2018 was Vitali Klitschko’s desire to protect the Kyiv authorities from the impending scandal. Stolar’s watchdog steals OPFL votes in favor of Palchevskyi’s party

The owner and director of Budoptimus LLC is Ihor Plakhotnyi. In the past, he was a co-owner and director of Green Kyiv LLC. Since May 2018, Natalia Bilousova has been acting as the Director General of Kyivzelenbud. From July 2016 to May 2018, Kyivzelenbud was headed by Mykhailo Nakonechnyi.
«Kyivzelenbud suspected of siphoning off funds for clearing the Park Lakes for 12 million
The police suspect that officials of Kyivzelenbud, in collusion with officials of Knyazhna Lybid LLC, embezzled large sums of money under the pretext of clearing and improving three lakes in Nyvky Park in Kyiv. This was written by Oleksandr Glazunov in the KyivVlast publication.
Investigators found that in November 2017, Kyivzelenbud ordered the clearing and improvement of lakes No. 4, 5, 6 in Nyvky Park in the Shevchenkivskyi district of Kyiv from Knyazhna Lybid LLC for UAH 11750000. The work was to be completed by the end of 2018. Moreover, the company has already received UAH 11320000.
At the same time, in August last year, the investigation found that the work had been completed only at Lake No. 4. There, retaining walls were partially installed and gravel was added. No work was done on Lakes 5 and 6 at all. No work has been done to deepen or clean the lakes. The drainage systems of the lakes are in a clogged state and no work has been done to clean them either.
However, according to copies of the acceptance certificates for the cleaning and improvement of the lakes No. 4, 5, 6, contrary to the facts, there is information that Knyazhna Lybid performed a significant amount of the above work, which can only indicate that the employees of Kyivzelenbud and Knyazhna Lybid committed official forgery (i.e., they entered false information).
Officials of Kyivzelenbud paid 7 million for an uninstalled irrigation network in a park in Rusanivka.
The police believe that officials of Knyazhna Lybid LLC and Rialto LLC seized local budget funds through uncompleted work on the installation of an irrigation network in a park on Rusanivska embankment for UAH 7180000, causing material damage to the Kyiv community in particularly large amounts. In 2017, Kyivzelenbud, a Kyiv municipal association for green construction and operation of green spaces, ordered the installation of an irrigation network in the park on Rusanivska embankment for UAH 7180000 from Knyazhna Lybid LLC.

The founders of Rialto LLC, which was a subcontractor, are Serhii Prymachenko and the company’s director Oleksandr Yarovyi. The owners of Knyazhna Lybid LLC are Vyacheslav Bozhko from Kyiv, Oksana Mezentseva from the village of Shchurivka, Chernihiv region, and Vasyl Pampukha, a resident of the village of Ryzyno, Cherkasy region.
NABU investigates overpricing of equipment purchased by Kyivzelenstroy for 130 million
Detectives of the National Anti-Corruption Bureau suspect that in 2016-2017. Kyivzelenbud officials misappropriated budget funds during the purchase of imported equipment at inflated prices in prior conspiracy with Klimtekhinvest LLC, Firm Skala LLC, and Technoprofservice LLC.

The NABU found that the prices for the equipment purchased by Kyivzelenbud were overstated. The detectives believe that the employees of the utility company not only seized the money in collusion with private firms, but also conducted financial transactions with the funds, which preceded the legalization (laundering) of income, making bank transfers in a particularly large amount to the accounts of non-resident companies under the guise of payment for the delivered equipment.
As part of the investigation, the court granted NABU detectives access to information about the subscriber numbers of the heads of Klimtekhinvest LLC and Firm Skala LLC, which are owned by Kyivstar JSC.
According to the publication, there is a possibility that NABU detectives may seek international legal assistance from officials of the Italian competent authority to obtain documents on the business operations of the equipment manufacturers — RCM S.p.A., Alke and Technological Systems by Moro.
Fake repairs of parks
As the investigation established, between 2016 and 2017, officials of Kyivzelenbud (*) entered into a number of contracts with Sevin Trans (**) for a total amount of over UAH 70 million. In particular, it concerns the overhaul of the Veselka Park in the Shevchenkivskyi district of Kyiv for UAH 7 million 148 thousand, the reconstruction of the Obolon Recreation Park in the Natalka tract, Obolonska embankment in the Obolonskyi district of Kyiv (3rd, 4th and 7th launch complexes) for UAH 29 million 260 thousand, etc.
Law enforcement officers found out that the relevant repairs were not carried out, services were not provided, goods were not supplied, and the funds received from the state budget were cashed by officials of Sevin Trans LLC. Fictitious companies were used for this purpose. The money was “misappropriated and distributed among the participants of the criminal transaction,” the court decision says.
As it turned out during the investigation, Civin Trans LLC had no specialists or employees under labor contracts, as well as no owned or leased vehicles, meaning that the company simply could not carry out the work under the signed contracts.
By a decision of the Pechersk District Court of Kyiv of April 25, investigators of the Pechersk Department of the National Police were granted access to documents in the possession of Sevin Trans LLC at the following address: Kyiv, Dniprovskyi district, 2A Kurnatovskoho Street, apartment 143. Law enforcement officers will examine financial and economic documentation on the relationship between Sevin Trans LLC and Kyivzelenbud, as well as documents on the financial and economic activities of Sevin Trans LLC with fictitious companies through which the money was withdrawn.
Kyivzelenbud and its contractor are suspected of siphoning off another 25 million budget hryvnias
In the summer of 2018, Kyivzelenbud ordered the repair of a park on Vatutin Avenue from Budmontazhservis 1 LLC for UAH 25.8 million.
The repairs were paid for in full, but the work under the contract, as the National Police investigators found out, was not fully completed. As a result, a criminal case was opened: law enforcement officers suspect that part of the budget funds were misappropriated. Investigators will now examine the project documentation for the overhaul, the design task for the facility, the estimate documentation for it, the contract for the contractor’s work, defective certificates for the facility, etc.

On October 24, 2017, the NACP issued an order to Kyiv Mayor Vitali Klitschko on violation of the legislation on ethical behavior, prevention and settlement of conflicts of interest. The document obliged the Mayor to conduct an internal investigation into the Director General of Kyivzelenbud, Nakonechnyi, who violated the requirements of Part 1 of Article 36 of the Law of Ukraine “On Prevention of Corruption”, namely, he did not transfer his enterprises and corporate rights — Kyiv Candle Factory LLC (USREOU 37930875, profile — non-specialized wholesale trade) to a third party.

Another topic of discussion is Nakonechnyi’s declaration. Since he has not been a civil servant for a long time, his expenses and income from his time in the parks sector are still being counted. Why the amount of income was less than the amount spent, where the apartment came from, and how his wife lives on the money — these were popular queries on the Internet, but for several years, which do not oblige Mykhailo to report, the topic has subsided.
The Kyiv City Council deputy owns an apartment (48.4 square meters) in the village of Khodosivka and a plot of land (1,100 square meters) in the village of Dymer, Kyiv region. Another apartment in Kyiv (77.3 square meters) is used by Nakonechnyi on a free-of-charge basis.

The main source of Nakonechnyi’s income in 2019 was the assignment of a claim worth UAH 959.9 thousand. He received another UAH 138 as bank interest. The MP keeps UAH 995 in the bank.
He declared 1.09 million hryvnias and 45 thousand dollars in cash. Nakonechnyi’s wife has 145 thousand hryvnias in cash. Mykhailo lent 180 thousand hryvnias and 5.5 thousand dollars to third parties.
Conclusions:
Unfinished parks, untreated lakes, shell companies and money laundering in tenders. What does this list have in common? Answer: Mykhailo Nakonechnyi. That’s why you can see false data on income and expenses in his declaration, that’s why he has an elite apartment… But there are no green cleaned parks in Kyiv, and the lake in Rusanivka remains “dead”.
