Olena Dudar, Chair of the Land Commission of the Brovary City Council, is at the center of a corruption scandal involving a potential conflict of interest in the distribution of communal land. According to local activists, the council member facilitated the allocation of approximately 3.5 hectares of land on Hrushevskoho Street to companies from which she officially receives a salary. Local residents have strongly opposed the decision and launched an electronic petition, which has already gathered the required number of signatures.

The dispute involves an area totaling about 3.5 hectares, which was split into two dozen separate plots. Five of these plots were prepared for sale to PJSC «Brovary Plant of Reinforced Concrete Structures» (BZBK). According to local whistleblowers, the issue regarding the expert monetary evaluation of these plots was added to the land commission’s agenda «off the cuff,» without prior notice or proper review by committee members.

The community’s outrage stems from the fact that social infrastructure sites were earmarked for privatization and development.

«The allocated plots include a green zone, a football field, children’s playgrounds, and the local area adjacent to residential buildings,» the authors of the petition stated.

Brovary residents submitted an official petition demanding the cancellation of City Council resolutions No. 2051-89-08 dated March 27, 2025, and No. 2146-92-08 dated May 29, 2025, which approved the land division. The document has already been supported by 365 citizens, surpassing the required minimum of 350.

An analysis of open data indicates a direct financial connection between the head of the commission and the beneficiaries of the prospective development. Olena Dudar not only chairs the relevant committee of the Brovary City Council but also officially sits on the supervisory board of PJSC «BZBK.» Furthermore, her council member’s constituent office is located directly inside the BZBK headquarters.

According to her 2025 asset declaration, the official received the following payments from the construction group:
UAH 874,873 — salary from LLC «Brovary Plant-Building Combine»;
UAH 148,147 — income from PJSC «Brovary Plant of Reinforced Concrete Structures»;
UAH 110,778 — payments from BC «Budpidriad».

Additionally, Olena Dudar declared UAH 1.8 million and USD 15,000 in cash, numerous real estate holdings, and her status as the ultimate beneficial owner of the offshore company Demetra Seed Investments Limited, registered in the Seychelles.

The land allocation situation in Brovary shows signs of a severe violation of Ukrainian anti-corruption legislation. The current law clearly defines the procedure for representatives of local self-government bodies in such instances.

A local council member facing a real or potential conflict of interest is legally required to publicly announce it at the beginning of the collective body’s meeting. Following this, the official is prohibited from participating in the preparation, review, discussion, or voting on the respective decision. Law enforcement agencies and specialized anti-corruption institutions are now expected to provide a legal assessment of the actions taken by the chair of the Brovary land commission.
