The Pecherskyi District Court of Kyiv has issued a warrant for the forced attendance of Andrii Strokach, Deputy Head of the Incoming Correspondence Registration Department at the Ministry of Internal Affairs of Ukraine. The official is the primary subject of corruption proceedings but has systematically ignored court summonses. The case stems from significant discrepancies in his financial disclosures identified by regulatory authorities during a comprehensive audit.

The administrative proceedings were initiated following a full verification of Strokach’s 2024 asset declaration by the National Agency on Corruption Prevention (NACP). According to the anti-corruption watchdog, the official knowingly submitted false information, omitting assets and property worth over 1.06 million UAH ($25,000+).

Among the undisclosed assets, auditors discovered a Tesla Model Y registered under his wife’s name, as well as a land plot. Consequently, the NACP compiled an administrative protocol under Part 4 of Article 172-6 of the Code of Administrative Offences of Ukraine (submission of knowingly false information in an asset declaration).

The trial, presided over by Judge Oleh Soloviov, faced potential delays due to the defendant’s evasive actions. Strokach failed to attend two consecutive hearings scheduled for June 24 and July 27, 2026. Court records confirm that the official was properly notified via official summonses; however, he failed to provide any justification for his absence.

«Ukrainian law strictly mandates the personal presence of the accused during the adjudication of corruption-related administrative offenses. Systematic failure to appear warrants the enforcement of compulsory judicial measures.»

Because the defendant’s presence is a strict procedural requirement for reaching a verdict, the judge approved a motion for forced bring-in (compulsory attendance). The execution of the warrant to locate and deliver the official to the courtroom was assigned to the Internal Security Department of the National Police of Ukraine.

The next hearing regarding the false asset declaration is scheduled for August 21, 2026, at 16:00. Provided law enforcement successfully presents the defendant, the court will proceed to evaluate the merits of the case and issue a formal ruling.
