Vitaliy Bondarenko, Deputy Head of the Department of State Guard Services of the National Police of Ukraine (NPU) and Chief of the «Titan» Physical Security Department, alongside his wife, prosecutor Oksana Bondarenko, are utilizing a high-end estate near Kyiv registered under third parties and hold assets whose value significantly deviates from their official income. An analysis of the law enforcement family’s financial disclosures reveals numerous discrepancies that are likely to draw close scrutiny from the National Agency on Corruption Prevention (NACP) during its upcoming audit.
The couple’s primary residence is a spacious 285.9-square-meter estate located in the prestigious «Lazariv Sad» gated community in Novi Petrivtsi, just outside Kyiv. Officially, the law enforcement officials only retain usage rights to the property, while the land and the mansion itself are registered under the official’s sister, Tetiana Bondarenko.
Background: Tetiana Bondarenko has spent her entire career in law enforcement, previously working for the State Automobile Inspectorate (DAI) and Ministry of Internal Affairs service centers. Currently, she serves as Deputy Head of the Vinnytsia Higher Vocational School of the Department of State Guard Services. Her official salary is highly unlikely to support the purchase of premium real estate in Kyiv’s elite suburbs.
In addition to this estate, Vitaliy Bondarenko has owned a 96.1-square-meter house and three land plots in the village of Hybalivka, Vinnytsia Oblast, since 2019.
The official’s wife, Oksana Bondarenko (formerly Vyshnivska), has been employed in the prosecution service since 2018, having previously served as an investigator for the State Bureau of Investigation (SBI). Over the last reporting period, she earned over 1.1 million UAH from her positions at the Kyiv Oblast Prosecutor’s Office and the Prosecutor’s Office of the Autonomous Republic of Crimea.
While the «Corporate Rights» and «Legal Entities» sections of the prosecutor’s financial disclosures remain entirely blank, state registry records present a different picture. She is listed as the ultimate beneficial owner of two travel agencies:
LLC «Almont Travel» (currently in the process of liquidation);
LLC «Blackberry Travel and Events» (currently active).
Furthermore, prior to 2000, her parents owned LLC «West» in Berdyansk. Following the transfer of corporate rights, one of the new co-owners of the company became Mykola Hyrlya (call sign «Sobol»)—a member of illegal armed formations of the self-proclaimed «DNR» listed in Ukraine’s «Myrotvorets» database.
In February 2025, the family acquired a 2021 Nissan Qashqai. The declared value of the vehicle was listed at 622,000 UAH. However, the actual market value for this model in Ukraine at that time ranged between 750,000 and 850,000 UAH.
Questions have also arisen regarding the assets of Vitaliy Bondarenko’s children:
His eldest daughter, Anhelina, owns an apartment and a parking space in Kyiv’s «Nyvky Park» residential complex. Reports suggest she also drives a Volkswagen Tiguan, which has not been disclosed in her father’s asset declarations.
His younger daughter, Sofiya, was omitted from the official’s 2025 declaration entirely, despite being listed as a co-habiting family member just a year prior.
Currently, Vitaliy Bondarenko’s financial disclosure lists substantial cash reserves: the head of «Titan» holds $37,000 in cash, while his wife holds $12,000 and €8,000. Journalists and anti-corruption watchdogs expect the NACP to conduct a thorough lifestyle audit to verify whether the family’s standard of living aligns with their official earnings.
