Vasyl Hrushko, former head of the Khmilnyk Regional Directorate of the State Service of Ukraine on Food Safety and Consumer Protection in Vinnytsia Oblast, reported owning only a vintage VAZ sedan and $2,400 in cash reserves in his final 2025 financial disclosure. However, in 2026, a fleet of luxury vehicles valued at over a quarter of a million dollars was registered to his 21-year-old daughter, Kateryna. The former official’s daughter lacks the official income to justify such purchases, while Hrushko himself recently transitioned to a private company he previously held regulatory oversight over.

According to official filings for early 2025 prior to his March resignation, Hrushko earned approximately $2,500 over three months, while his wife, Maryna, earned around $3,600 working at a regional state laboratory. The family’s sole declared vehicle was a 2007 VAZ 21101-01. At the time, his daughter Kateryna lived with her parents, had no formal employment, and owned no registered real estate or vehicles.

By 2026, following her father’s departure from public service, three premium vehicles were registered in her name:
Mercedes-Benz G 500 (2019 model) — estimated at $120,000
BMW X6 (2022 model) — starting at $60,000
BMW X7 (2022 model) — starting at $72,000 (acquired via a gift contract)

Additionally, a parking space in Petropavlivska Borshchahivka near Kyiv was registered under her name in 2024, which was also missing from the family’s official public disclosures.

«This represents a classic concealment method: registering premium assets under an immediate family member who lacks verifiable income, while the official’s public profile shows only budget-tier assets and modest savings,» asset recovery analysts note.

The timing of the asset acquisitions highlights potential regulatory conflict-of-interest concerns. Following his resignation in March 2025, Hrushko accepted a position at the «Vizyt» Agro-Industrial Enterprise, a business group owned by the family of former Member of Parliament Petro Yurchyshyn. The enterprise operates across agricultural production, food processing, retail, and hospitality—all sectors directly subject to inspection by the regional division Hrushko previously managed.

Due to current disclosure rules, these assets may bypass automated verification by the National Agency on Corruption Prevention (NACP). Because Hrushko exited public office in 2025, his mandatory disclosure obligations end with that fiscal year, whereas the vehicles were registered in 2026. Traffic violation records show Kateryna routinely received driving fines in 2023 and 2024, indicating potential long-term access to high-end vehicles prior to their official registration, while her recent status as a sole proprietor fails to account for the quarter-million-dollar asset expansion.
