KYIV — Oleksiy Pylypenko, a former official of the Strategic Investigations Department (DSR) of the National Police of Ukraine, has been appointed Director of the Department for Prevention and Detection of Corruption at the State Tax Service (STS). The transition of the former law enforcement officer to the tax agency’s top anti-corruption post has drawn significant attention to his financial disclosures. The newly released asset declarations reveal extensive property holdings and substantial cash reserves.
According to the official filings, the Pylypenko family holds a diverse real estate portfolio spanning the Kyiv and Chernivtsi regions. Pylypenko himself owns two land plots in the Brovary and Boryspil districts of the Kyiv region. His wife, Tetyana Pylypenko, holds titles to an apartment in Vorzel, a house with an adjacent land plot in Pylypovychi, and a land plot in Beregomet, Chernivtsi region, acquired in March 2024.
Furthermore, the family resides in a 284-square-meter house in Chernivtsi, officially owned by a third party, Kateryna Loshytska. In the capital, the newly appointed STS director rents a 49.5-square-meter apartment.
In the vehicle section, Pylypenko declared the right to use a 2006 Porsche Cayenne registered under Anatoliy Pylypenko (presumably the official’s father). The market value of the luxury SUV at the time of acquisition was not specified in the declaration.
For the 2025 fiscal year, Oleksiy Pylypenko reported a total income exceeding 3.5 million UAH. The breakdown of his financial inflows includes:
Salary from the State Tax Service — 1.34 million UAH;
Salary and payouts from the National Police (DSR) — 540,000 UAH;
Pension benefits — 273,000 UAH;
Proceeds from the sale of real estate — 2.9 million UAH.
His spouse declared approximately 616,000 UAH, generated from business activities, rental properties, and corporate salaries. The couple’s liquid assets include 1.3 million UAH held in cash, alongside additional funds deposited in corporate bank accounts.
Context: The Department for Prevention and Detection of Corruption within the STS is a critical internal watchdog responsible for vetting tax officials, monitoring lifestyles, and eliminating institutional bribery.
Concurrently, reports have emerged regarding Pylypenko’s alleged operational return to DSR-related activities. Insider sources claim that among his first informal directives was a verbal instruction to subordinates to launch an unscheduled inspection into the operations of the «Biarritz» restaurant in Kyiv. On-site witnesses also noted the deployment of three patrol police crews near the establishment. The State Tax Service press office has not yet issued an official statement regarding these reports.
