Artem Maznytsia, Deputy Head of the Livoberezhna District Prosecutor’s Office in Dnipro, has carried out a series of vehicle transactions over the past 13 months, substantially upgrading his family’s fleet. According to official asset declarations, the law enforcement officer and his wife sold two older vehicles and acquired two newer models—most notably a 2017 BMW 540i valued at 1.23 million UAH.

The prosecutor initiated the transactions in July 2025 by purchasing a 2013 BMW 535d for 596,000 UAH, a figure notably below the prevailing market average at the time. By August 2026, Maznytsia sold the vehicle for 945,000 UAH, generating a net profit of 349,000 UAH after 13 months of ownership.

Immediately following the sale, the prosecutor acquired a 2017 BMW 540i from LLC «Dominant Invest» for 1.23 million UAH (approximately $27,500), aligning with the lower threshold of market prices for this model. The price gap between the sold and newly acquired vehicles was covered using official salary and liquid savings.

Concurrently, his spouse updated her vehicle in March 2025, registering a 2014 Lexus NX 300h valued at 862,000 UAH.

«In 2025, the prosecutor’s family reported a total income of approximately 2.4 million UAH, consisting of 1.38 million UAH in salary earned by Artem Maznytsia, 278,000 UAH earned by his wife at an fittings plant, and proceeds from property sales.»

Despite frequent rotations of high-value automobiles, the Dnipro prosecutor owns no residential real estate. He is officially registered in Synelnykove and resides in a Dnipro apartment owned by his mother. The family’s real estate holdings are limited to a 46 m² house and a small plot of land in Slobozhanske. On bank accounts and in cash, the couple declared $25,000 USD and over 430,000 UAH.

A pattern of acquiring vehicles below estimated market rates appears in earlier declarations as well. In 2019, the official declared a Mercedes-Benz E 220 for 96,000 UAH, followed by a Volkswagen Passat CC in 2020 declared for 30,200 UAH.

Systematic vehicle purchases below market value, transactions routed through private entities, and high-value acquisitions by family members with modest official earnings represent key areas of interest for anti-corruption oversight by the National Agency on Corruption Prevention (NACP) and the State Bureau of Investigation (SBI).
