Natalia Latanyuk, Director of the Kyiv City State Administration’s Utility Enterprise (KP) «Housing Maintenance Company of Holosiivskyi District,» purchased a brand-new 2026 Toyota RAV4 on August 25, 2026, for 1.88 million UAH. The transaction was executed with dealership ViDi Autostrada without taking out a loan, funded through cash savings and proceeds from reselling a previously gifted crossover.

Latanyuk has headed the municipal utility enterprise since 2016. Her official declarations show annual salaries of 859,000 UAH and 951,000 UAH over the last two reporting periods.
According to official asset filings, the official’s vehicle inventory underwent major changes in a short time frame:
From VAZ to Nissan: Until May 2024, Latanyuk’s sole declared vehicle was a 2004 VAZ-2107 valued at 26,000 UAH, later sold for 52,000 UAH. In spring 2024, a 2018 Nissan Qashqai valued at 500,000 UAH appeared in her filing—not purchased via income, but received as a non-monetary gift from Halyna Bondarenko. The same day, an identical 500,000 UAH entry appeared under non-monetary gifted assets.
Profitable Turnaround: In August 2026, Latanyuk sold the gifted Nissan Qashqai for 630,000 UAH to Viktor Ivanovych Bondarenko—sharing a surname with the original donor. Over two years, the vehicle’s declared valuation appreciated by 130,000 UAH. Just four days after the sale, Latanyuk finalized her purchase of the new Toyota RAV4 directly from the showroom.
The official’s asset history reflects consistent movement across real estate and savings:
Kyiv Real Estate: Latanyuk holds a 66% stake in a 101.1 m² Kyiv apartment acquired in November 2016 for 2.42 million UAH. The remaining 33% is held by Oleksandr Latanyuk, who is not listed under her family disclosures. She also independently acquired a 23.3 m² parking space in November 2020 for 390,000 UAH.
Property Shifts: Between 2016 and 2017, her filings contained three real estate assets totaling 253 m², which decreased to 242 m² in 2018 and 215 m² by 2021, alongside two land plots totaling 0.16 hectares.
Cash Holdings: USD savings fluctuated from $15,000 (2016–2018) down to $5,000 in 2020, peaking at $22,000 in 2023. Following her 2024 auto transactions, USD cash dropped to $4,200 before rebounding to $10,000 by late 2025. Meanwhile, her UAH cash steadily grew from 235,000 UAH in 2016 to 600,000 UAH in cash plus over 53,000 UAH in PrivatBank accounts at the end of 2025.
While the outright purchase of the new Toyota RAV4 is technically covered on paper by declared liquid savings and auto sale revenues, the transactional pattern carries regulatory implications. The gift-and-resale loop involving individuals with matching surnames (Bondarenko), alongside unlisted co-owners of residential property (Oleksandr Latanyuk), may prompt lifestyle monitoring by the National Agency on Corruption Prevention (NACP) regarding asset disclosure completeness and potential unrecorded joint households.
