Mykola Kalashnyk has been appointed as Ukraine’s new Minister of Reconstruction and Infrastructure, stepping into the role despite a career in public service marked by high-profile scandals and a rapid accumulation of personal wealth. The former head of the Darnytsia District State Administration and former chief of the Kyiv Oblast Military Administration (KOVA) officially takes charge of the ministry, carrying a history of controversies involving public procurement and ties to prominent Kyiv developers.
Mykola Kalashnyk first gained widespread media attention during his tenure as head of Kyiv’s Darnytsia District State Administration. At the time, the official publicly reported the completion of a «capital renovation» at a local kindergarten. In reality, the refurbishment began and ended with a mural of a hedgehog painted on the building’s exterior wall.
Following a wave of sharp criticism from local residents and journalists, Kalashnyk’s administration ordered a second «capital renovation» of the very same facility. The resulting update consisted solely of replacing the hedgehog mural with a painting of a fox, sparking another round of public backlash online.
A pivotal turning point in the official’s career came after a major incident at the Osokorky Ecopark. A massive fire tore through the protected conservation area, which local environmental activists alleged was a deliberate act of arson to clear the land for commercial real estate development.
According to investigative reports, Kalashnyk assisted developer Vlada Molchanova—a suspect in an active National Anti-Corruption Bureau of Ukraine (NABU) investigation—in smoothing over the public outcry and legal fallout from the incident. Shortly thereafter, he was awarded an honorary diploma by the Cabinet of Ministers, named «Best Public Servant,» and promoted to head the Kyiv Oblast Military Administration.
The ministerial appointment has raised serious questions among political analysts and anti-corruption watchdogs regarding Kalashnyk’s official financial disclosures. Records indicate that he has spent his entire professional life working exclusively in the public sector.
Despite a career limited to civil service salaries, the newly minted Minister of Reconstruction and Infrastructure currently owns:
Five apartments located in the Kyiv metropolitan area;
A luxury Mercedes-Benz GLC 300 SUV.
Relevant government agencies have yet to issue any official comments explaining how a career public servant acquired millions in premium real estate and high-end vehicles.
