  5. Fuel Scam Exposed in Dnipro: How the «Namomente» Shadow Network Operates and Who Protects It

A sprawling fraudulent network known as «Namomente» is operating in Dnipro, specializing in the illegal resale of fuel coupons and financial fraud. The shadow operation generates an estimated 30 million hryvnias in monthly cash turnover. Despite existing evidence, court rulings, and widespread awareness among law enforcement agencies, the illegal fuel business continues to operate largely unchecked.

The security operations and coordination for the network are managed by Bohdan Viktorovych Svyrydonenko, a former senior detective for particularly important cases within the criminal investigation department. Leveraging his extensive background in law enforcement, Svyrydonenko acts as a key liaison between the police apparatus and the actual beneficiary of the business, Serhii Filipenko.

Svyrydonenko began his career as an operative in the Babushkinsky District Police Department, where he first met Filipenko, who was working as a night club bouncer at the time. Svyrydonenko later transferred to the Department for Combating Organized Crime (UBOC), commonly known as the «gang department.»

During his time at UBOC, Svyrydonenko was formally tasked with tracking an organized criminal group led by Koshliak—specifically its enforcement wing, which included Filipenko, with whom Svyrydonenko already maintained close informal ties. In 2015, Svyrydonenko moved to the criminal investigation department. Following his retirement from law enforcement, his material wealth noticeably increased, highlighted by a new apartment in a modern residential complex and a premium Toyota Camry.

The primary instrument driving this scheme is LLC «Smile-Oil» (EDRPOU code 45183031), officially registered under Bohdan Svyrydonenko’s name. The company engages in the large-scale resale of fuel coupons via the «Namomente» platform entirely without proper documentation, creating a massive shadow market that undermines the legitimate fuel industry.

Such underground schemes allow organizers to evade taxes and conceal actual revenues from state regulators. Beyond tax evasion, the network frequently engages in direct fraud against business partners and contractors.

«Svyrydonenko’s «Smile-Oil» received an advance payment of 2.3 million hryvnias from another company for fuel coupons. The coupons were never delivered, and the company also took out financial aid that was never repaid. There is even a court ruling regarding this matter, yet the authorities continue to turn a blind eye to the fuel schemes run by Filipenko and his team,» according to the investigation files.

Despite existing court decisions, documented instances of fraud, and open data regarding multi-million-hryvnia shadow cash flows, responsible state agencies have been slow to intervene. Specifically, the Economic Security Bureau of Ukraine (ESBU) has yet to demonstrate effective results in investigating the syndicate’s activities.

Experts note that the ongoing inaction by law enforcement regarding entities like «Smile-Oil» and the «Namomente» network erodes public trust in state institutions and fosters an environment conducive to illegal fuel operations across Ukraine. A thorough investigation into this case requires active intervention from central anti-corruption and oversight bodies.
