Ihor Sevruk, acting head and administrator of the Ministry of Internal Affairs Territorial Service Center No. 1845 in Radomyshl, Zhytomyr Oblast, has published his annual asset and income declaration. The official document reveals a total family budget of 766,000 hryvnias per year, ownership of five vehicles, and zero official earnings reported by his wife over the reporting period.

According to the official report, the foundation of the family budget was formed by Ihor Sevruk’s salary at the service center, which reached 499,000 hryvnias. An additional 254,000 hryvnias was received by the official as pension payments, while 5,000 hryvnias came from leasing a land plot to the «Malynivska» agricultural enterprise.
In contrast, Liudmyla Sevruk, the declarant’s wife, did not report any personal income or earnings during the year. Despite this, the family maintains stable financial reserves, holding 182,600 hryvnias in bank accounts and cash. Specifically, the official holds 85,000 hryvnias in cash, while his wife holds 80,000 hryvnias. The report contains no information regarding financial liabilities, loans, or borrowings.
The family owns several real estate properties in Zhytomyr Oblast. Notably, an apartment in Malyn measuring 56.6 square meters has been registered in the wife’s name since February 1995, with an initial recorded value of 4,500 hryvnias. The head of the service center and his sons maintain official registration and permanent residency rights in this apartment.
Additionally, in January 2024, Ihor Sevruk acquired a large land plot measuring 1.76 hectares in the village of Slobidka, Malyn community, valued at 37,000 hryvnias, which currently generates rental income.
Full Vehicle Fleet of the Sevruk Family:
BMW X3 crossover (2013 model year) — registered to the official since October 2022;
Skoda Yeti crossover (2009 model year) — registered to his wife since January 2024;
MAN 12.220 truck (2005 model year) — acquired by his wife in November 2024;
PGMF-8304 trailer (2016 model year) — also registered to his wife;
Delta 50 moped (2008 model year) — registered to their son, Ruslan.
Analysts and anticorruption monitors note that certain sections of the submitted declaration may attract scrutiny from the National Agency on Corruption Prevention (NACP). A primary subject for review could be the fact that the wife owns an apartment, two crossovers, a truck, a trailer, and significant cash savings despite reporting zero personal income for the year.
Experts also point to the reported market value of the assets. For instance, the large land plot spanning nearly two hectares is valued at 37,000 hryvnias (amounting to just over two hryvnias per square meter), while the apartment remains accounted for at its 1995 valuation. Given that the official works within the Ministry of Internal Affairs service center system—directly interacting with vehicle registration—the presence of an extensive vehicle fleet coupled with an empty expenditure section creates grounds for a detailed audit of previous earnings and the actual sources of the family’s funds.
