Olena Kuzmyshyna, Head of the Sixth Appellate Administrative Court, has filed her 2025 financial disclosure, revealing a house near Kyiv valued at 650,000 UAH and a capital apartment with no listed price. The asset declaration contains a number of discrepancies compared to market prices at the time of purchase, alongside substantial cash holdings, which may trigger an official audit by the National Agency on Corruption Prevention (NACP).

According to official records, the judge owns a 261.4-square-meter house in the elite village of Ivankovychi, Obukhiv district, Kyiv region. The property was acquired in 2011 for 650,000 UAH, despite its estimated market value at the time ranging between 1.8 and 2.5 million UAH. In 2013, Kuzmyshyna also acquired a 1,250-square-meter land plot in the same village for 100,000 UAH, while market estimates for the location sat between 300,000 and 500,000 UAH.
The most notable discrepancy involves a 113.9-square-meter apartment in Kyiv purchased in 2009. In the asset value column, the judge wrote «Not applicable,» a direct violation of standard anti-corruption disclosure rules. The estimated market price for such an apartment in late 2009 was at least 2.5 to 3.5 million UAH. Additionally, she holds a 10,000-square-meter land plot in the Bila Tserkva district with no declared value.
The primary source of the court head’s income remains her official salary. For the reporting period, Olena Kuzmyshyna received 3.17 million UAH from the Sixth Appellate Administrative Court. She also disclosed 110,000 UAH transferred to her daughter Khrystyna’s bank account from her ex-husband, Vitaliy Kuzmyshyn, who serves as the Head of the Seventh Appellate Administrative Court.
Despite a substantial official salary, the judge heavily favors keeping her wealth outside the banking system. Her liquid assets include:
Hard Cash: $135,000 USD and 100,000 UAH.
Bank Accounts: Just over 178,000 UAH held at PrivatBank.
The judge’s transportation arrangements have also raised questions among anti-corruption watchdogs. Olena Kuzmyshyna declared only a corporate vehicle—a 2018 Toyota Camry. No personal vehicles are listed under her name.
«The complete absence of a personal vehicle, despite substantial financial reserves, could point either to the concealment of assets from official oversight or the potential use of a taxpayer-funded service vehicle for personal matters.»
An analysis of judicial financial disclosures is currently ongoing. Representatives from the Sixth Appellate Administrative Court and Olena Kuzmyshyna have not yet issued an official comment regarding the declaration discrepancies.
