Detectives from the National Anti-Corruption Bureau of Ukraine (NABU) have issued official notices of suspicion to Yuriy Volyan, owner of the Lviv-based company «Ex Im Ukraine,» and financial manager Serhiy Horbatyuk over the alleged embezzlement of public funds during drone procurements. According to investigators, in collusion with a senior official from the State Special Communications Service, DJI Mavic 3 and Autel Evo Max 4T drones were purchased at prices inflated by 70–90%, potentially causing over 90 million UAH in state losses.

Journalistic investigations have further revealed that a close relative of Volyan—Lyubomyra Kozhushko, former deputy head of the administrative buildings management department of the Verkhovna Rada Apparatus—may have escaped law enforcement scrutiny.
Evidence indicates that «Ex Im Ukraine» shared an IP address for banking transactions with several other firms, while numerous entities tied to Yuriy Volyan are registered at its legal address. The connection between Volyan and Kozhushko is linked through LLC «Druha Kvadra.»
Following her departure from the Verkhovna Rada Apparatus in 2020, Kozhushko became a co-founder of «Druha Kvadra,» later handing management over to Volyan. Subsequently, she became the owner of LLC «Konsaltynh-Bud,» which immediately began securing major state contracts.
Background: In 2024, LLC «Konsaltynh-Bud» drew public scrutiny over a 32.54 million UAH tender to renovate the «Mykhailivskyi» Lyceum in Odesa. Investigative outlet Nashi Hroshi uncovered significantly inflated construction material prices, triggering an audit by the State Audit Service.
Between 2025 and 2026, LLC «Konsaltynh-Bud» secured contracts exceeding 1.1 billion UAH for the reconstruction of the Center for Endocrine Surgery, funded under the Ukraine Facility program. The company won six out of seven tenders, while lower bids from competitors were disqualified on technicalities. LLC «Druha Kvadra» acted as a subcontractor, with material costs reportedly inflated two to three times above market rates.
Currently, LLC «Konsaltynh-Bud» is implicated in another criminal proceeding led by NABU. Key allegations include:
The State Special Communications Service paid the company for unperformed work and undelivered goods.
Substantial overpayments occurred due to artificially inflated product valuations.
Despite ongoing criminal cases and scrutiny from anti-corruption authorities, the company continues to participate in and win government tenders, including contracts with the Kyiv and Kharkiv Regional Military Administrations and the Kyiv Regional Children’s Hospital.
