The Department of Regional Development of the Kyiv Regional State Administration (KRSA) has signed nine contracts totaling nearly 600 million UAH with a little-known firm, LLC «Ukrainian Construction Company U.B.C.», between May and June 2026. All agreements, aimed at constructing protective structures for energy infrastructure facilities in the Kyiv region, were finalized under simplified procurement procedures without competition. If all planned projects are successfully completed, the company’s total earnings from these state contracts could exceed 1 billion UAH.

All nine agreements were processed through simplified procurement tenders where LLC «U.B.C.» faced no rival bidders. Notably, the same company had previously designed blueprints for 26 such protective structures commissioned by the KRSA, though only a fraction of them have been built so far.
Due to the ongoing martial law, the specific details of these contracts remain highly confidential. Full information regarding the exact locations of the energy infrastructure facilities, completion deadlines, and financial terms is withheld for national security reasons.
LLC «Ukrainian Construction Company U.B.C.» has been operating in the market since 2015, but virtually halted its activities during 2022–2023. The firm gained momentum in late 2023 following a major change in its ownership structure. Kyiv resident Ihor Nesteruk (born in 1996) became the sole owner of the enterprise.
Prior to entering the construction sector, Nesteruk served as a mid-level clerk in the Directorate of Affairs of the Verkhovna Rada (the Parliament of Ukraine) and lacked any background in construction. Despite this, the company’s financial indicators showed anomalous growth:
2024: Secured its first state procurement contract worth 1.466 million UAH;
2025: Total volume of won tenders surged to 258 million UAH;
First half of 2026: Total contract volume quickly reached 610 million UAH.
Investigative journalists point to potential political connections tied to the company’s new owner. Since October 2022, Ihor Nesteruk has also served as the nominal owner and director of LLC «D S S Solutions». The original founders of that firm were Crimean Tatar businessmen Dliaver Yakubov and Ayder Rustamov, the latter being the Mufti of the Spiritual Administration of Muslims of Crimea (SAMC).
The activities of the SAMC are funded by the «Astem Foundation», a charitable organization directly linked to the family of Rustem Umerov, the Secretary of the National Security and Defense Council of Ukraine. Furthermore, Rustamov, alongside former Deputy Defense Minister Dmytro Klimenkov (a close ally of Umerov), co-founded a religious community in Kyiv.

This is not the first time that state procurement contracts involving LLC «U.B.C.» have drawn public scrutiny. In 2025, the company won an 84 million UAH tender for the restoration of Gymnasium No. 107 in Odesa.
«According to media investigations, the Odesa gymnasium budget estimates revealed significantly inflated prices, and the tender requirements were tailored to match the specific profile of this company.»
At present, law enforcement agencies and relevant oversight committees have not commented on the signing of these new multi-million dollar contracts for energy infrastructure protection with the contractor.
