  3. Luxury Property and Million-Dollar Gifts: Inside the Financial Declaration of Kyiv Judge Ruslan Zhuk

A judge of the Kyiv District Administrative Court, Ruslan Zhuk, has disclosed a new Kyiv apartment worth over 8 million UAH in his financial declaration, acquired by his wife in early 2025. According to the official asset declaration, Lesia Zhuk has no official source of employment, with her primary financial influxes coming from a substantial cash gift and a major loan.

In February 2025, the judge’s wife, Lesia Zhuk, acquired ownership of a 143.4-square-meter apartment in Kyiv. The stated value of the property at the time of purchase was 8.09 million UAH.

In addition to this new purchase, the family holds several other high-value real estate assets:
Joint partial ownership of a residential house (163 sq. m) and a land plot (1,550 sq. m) in the elite suburb of Kozyn, Kyiv Oblast.
A new land plot in Kyiv spanning 1,000 sq. m, acquired into joint ownership in 2024.
An apartment in the capital (80.92 sq. m) personally owned by Ruslan Zhuk since 2005.

While Judge Ruslan Zhuk reported a judicial salary of 1.48 million UAH for the reporting period, his wife declared no income from employment or business activities. Instead, her financial sources included 873.5 thousand UAH from the sale of property and a cash gift of 1.74 million UAH. The gift was provided by Petro Pasteruk, a former chief engineer at a Kyivpastrans municipal enterprise depot and founder of LLC «BIC Stolitsya.»

Lesia Zhuk also declared a significant financial liability—a loan amounting to 130,000 USD from Valentyna Drozd, a citizen reportedly connected to former Kharkiv tax official Oleksandr Linchevsky.

Despite the high-end real estate purchases, the couple maintains significant cash reserves. The Kyiv judge declared 20,000 USD and 200,000 UAH in cash. His wife holds an additional 13,000 USD and 200,000 UAH in cash.

Notably, the couple does not legally own any vehicles, relying instead on cars registered to other individuals. Ruslan Zhuk holds the right to free usage of a BMW 535 (2012 model) owned by Ihor Bryzhak. The family also uses a Hyundai Santa Fe (2011 model) registered under Viacheslav Zhuk.
