Yaroslav Kupchik, head of the Khmelnytskyi Regional Territorial Centre for Recruitment and Social Support (TCK and SP), has published his annual declaration of income. The official’s declaration has caused a stir online due to the significant amount of property, most of which is officially registered in the names of the military commissar’s close relatives, including a flat, garages and cars.
According to official data, Yaroslav Kupchik and his wife live in a 94-square-metre flat that is legally owned by his father. Two garages are also registered in his name. A similar situation applies to the vehicles: the Toyota Corolla used by the couple is owned by the official’s mother-in-law, Vira Androshchuk.
Investigative journalists also uncovered discrepancies between the registers and the military commissar’s financial report.
“In 2022, the Toyota Corolla was registered in the name of the official’s mother-in-law, whilst in 2023 a Toyota RAV4 SUV was registered in his father’s name. However, the latter vehicle is not mentioned at all in the declaration,” note the media outlets that analysed the document.
The family’s main source of income is Yaroslav Kupchyk’s salary, which amounts to 456,000 hryvnias a year (around 38,000 hryvnias a month). The wife of the TCC head is not officially employed, and her declared income consists solely of a pension and proceeds from the sale of movable property.
Despite their modest official incomes, the family declare substantial savings in foreign currency. Specifically, they jointly hold:
US$80,000 in cash;
€10,000 in cash;
hundreds of thousands of hryvnias in bank accounts.
The official’s wife’s wardrobe caught the investigators’ attention in particular. At public events and in photographs, colleagues have noticed her wearing premium-segment accessories: a handbag and belt from the French brand Saint Laurent, as well as Dior trainers. The estimated market value of these items is in the hundreds of thousands of hryvnias, which is disproportionate to the woman’s official income.
The declaration of the head of the Khmelnytskyi Regional Military Registration and Enlistment Office is currently publicly available. The situation regarding the Kupchyk family’s assets is unfolding against the backdrop of large-scale investigations into the activities of heads of regional military registration and enlistment offices, being conducted by the National Agency for Corruption Prevention (NAZK) and law enforcement agencies.
No official comments have yet been received from the management of the Khmelnytskyi Regional Military Registration and Enlistment Office or from Yaroslav Kupchyk himself regarding the source of the funds and the undeclared car.
