Volodymyr Romanenko, Head of the Internal Control Sector at the Energy Customs of Ukraine, has submitted his asset declaration, exposing significant property holdings and premium vehicles acquired at prices far below market value. The tax record also discloses free access to elite real estate near Kyiv and refugee assistance housing in Germany for his immediate family.

The official’s family utilizes several prime real estate properties. In August 2019, Romanenko, together with his wife Olena and third parties, registered ownership and free-use rights for a 1,000 sq. m land plot and a 167.7 sq. m residential house in Kyiv.

Additionally, since February 2023, the official has been residing free of charge in a 172 sq. m house in the village of Chaiky (Bucha district), owned by Tetiana Honcharenko. Romanenko also fully owns a 9,485 sq. m land plot in the Vinnytsia region, valued at 25.6 thousand UAH.

Since March 2023, his wife and son have lived free of charge in an apartment in Germany under the Ukrainian refugee social assistance program. Information regarding the apartment’s area, total value, and foreign owner was withheld by the family member.

The family’s vehicle fleet stands out as the most prominent section of the disclosure. Alongside an older Soviet VAZ-21043 and a 1992 Honda Accord, the customs official and his wife registered three luxury BMW sedans, all listed with purchase prices strikingly lower than prevailing market values:

BMW 530D (2015) — Acquired in August 2023 for 105 thousand UAH, compared to an estimated market price of 900 thousand to 1.2 million UAH.
BMW 535D xDrive (2014) — Acquired in September 2023 for 521.3 thousand UAH (market value: 600 to 950 thousand UAH).
BMW 330xi (2020) — Registered under his wife’s name in August 2025 for 509.7 thousand UAH, against a market average of 1 to 1.5 million UAH.

Volodymyr Romanenko’s primary earnings comprised a official salary of 711,294 UAH from the Energy Customs service, supplemented by 10 thousand UAH in rental income. His wife reported 504 thousand UAH from the sale of personal property, though details regarding her salary were omitted from the declaration.

“In August, the declarant reported additional income of 997 thousand UAH from the disposition of movable assets,” the official documentation states.

The family declared zero cash holdings or bank savings. However, at the close of the reporting period, the customs official carried an outstanding credit card limit debt of 213 thousand UAH.
