  3. Millions in Cash and Three Trailers with No Car: What the Head of Kharkiv Consumer Protection State Service Bakumov Declared

Denys Bakumov, Head of the Main Directorate of the State Service of Ukraine for Food Safety and Consumer Protection in the Kharkiv Oblast, declared substantial amounts of cash and expensive new real estate for 2025, yet listed no cars, owning only three trailers instead. This information came to light following an analysis of the official’s financial disclosures published in the Unified State Register of Declarations. In addition to his significant savings, reports online connect Bakumov to ensuring the unhindered operations of the Sota Store commercial brand.

According to official data, Denys Bakumov’s asset declaration includes details about the acquisition of a large residential property in Kharkiv, measuring 290.8 square meters, in July 2024. This property is held under a 50/50 joint partial ownership between the official, his wife Oksana, and Oleksiy Kravtsov. While the document does not specify the value of the house itself, the adjacent land plot of 1,000 square meters cost the family over 1.21 million UAH.

Additionally, since 2020, the official’s family has held the right to use a 76.5-square-meter apartment in Kharkiv. The property is owned by Mykola Kravtsov and was valued at 970,000 UAH at the time the usage rights were acquired.

The family’s vehicle fleet appears quite unconventional. The regional agency head did not declare a single passenger car or truck, yet listed three separate trailers:
«Odisey» (2017 model year);
«Verda» (2016 model year), owned by his wife;
«Odisey» (2021 model year).
Concurrently, the official reported an income of 950,000 UAH from the sale of movable property, which may explain the absence of any actual vehicles at the close of the reporting period.

The primary source of income for the head of the regional consumer protection authority is his state salary, which totaled 707,000 UAH for the year. His spouse, Oksana Bakumova, showed diversified revenue streams: 211,000 UAH from business activities, 75,000 UAH as a private notary salary, and an additional 15,000 UAH from Techno Mind LLC. She also holds 6,830 bonds of Floreal-2005 LLC, with a nominal value of 125 UAH per bond.

The most notable aspect of the disclosure is the couple’s substantial cash holdings, which collectively exceed $200,000:

«Denys Bakumov declared $33,000 and 1.25 million UAH in cash. His wife holds significantly larger amounts in cash—specifically $184,000 and 600,000 UAH.»

At the same time, by the end of 2025, the couple, who are raising two sons, Makar and Zakhar, maintained outstanding credit card debts. The agency chief’s debt stood at 107,000 UAH, while his wife’s balance was 45,700 UAH.

Currently, anti-corruption investigations and lifestyle monitoring of regional officials remain under intense public scrutiny, particularly regarding whether public servants’ official incomes align with their actual purchasing power.
